CEPPS Technical Advisor (Temp)
Established in 1995, the Consortium for Elections and Political Process Strengthening (CEPPS) pools the expertise of the International Foundation for Electoral Systems, the International Republican Institute and the National Democratic Institute, as well as seven associate partners, and more than 20 resource partner organizations. Together, CEPPS is dedicated to advancing and supporting democratic practices and institutions around the globe.
The CEPPS Technical Advisor will report directly to the Technical Director to assist the CEPPS Management Team in its continuous efforts to ensure exemplary performance and high-quality results. This position will support the CEPPS management team to ensure the consortium meets its technical obligations and that institutional learning and best practices are shared internally across the consortium and externally to the broader Democracy, Human Rights and Governance community. Remote candidates will be considered based on Washington, DC office hours.
Please Note: This is a temporary position through September 30, 2021. This temporary position has the possibility to convert into a full time role after September 2021.
At the direction of the CEPPS Technical Director, the Technical Advisor will:
- Work closely with the Technical and Administrative Directors to facilitate collaboration, effective coordination, and overall integration across the three core partners to ensure compliance with USAID’s requirements on technical deliverables and adherence to deadlines.
- Provide technical expertise and guidance to all aspects of program design and proposal development, to ensure strong technical narratives and responsive, integrated, and cost-effective programming; as appropriate, drafting sections of proposals and/or full narratives.
- Contribute to the development and revisions of CEPPS technical approaches and the incorporation of those approaches into CEPPS proposals and programming.
- Collect and systematically analyze data from internal staff, partners, and USAID on performance and learning metrics to inform ongoing efforts to innovate and strengthen the consortium.
- Assist Technical and Administrative Directors in advancing thought leadership opportunities to showcase CEPPS technical capacities and program impacts at the Consortium-level.
- Minimum 10 years’ professional experience in international democracy, human rights, and/or governance fields
- Substantial experience and technical expertise in the field of elections and political transitions
- Substantial experience in managing USG-funded assistance programs; specific experience with USAID-funded programs strongly desired
- Ability to handle multiple priorities in a fast-paced environment
- Excellent written and spoken communications skills with demonstrated success in translating complex technical ideas into easily digestible language required
- Extensive business development experience – particularly on USAID supported democracy, human rights, and governance (DRG) grants or contracts
- Experience working with consortia strongly desired
- Conversant in technical matters related to the following
- Promoting meaningful participation of all citizens in the political systems, including women, youth, and other traditionally marginalized groups.
- Harnessing the comparative advantages of media and technology to promote citizen understanding and engagement and transparent political competition.
- Supporting meaningful transition processes that establish positive precedents for effective democratic governance.
- Promoting the integrity of elections as a sustainable vehicle for peacefully and democratically choosing leaders.
- Facilitating the ability of elected political actors to fulfill their responsibilities to citizens through better governance practices.
- Promoting competitive and representative multi-party political systems.
- Ensuring respect for the application of impartial legal frameworks and compliance by political actors.
