Summary

This position is located in the Department of the Treasury, Departmental Offices (DO), Office of the General Counsel, Office of the Assistant General Counsel (Banking and Finance). The incumbent is an attorney on the staff of the Assistant General Counsel (Banking and Finance) who provides legal assistance to the Under Secretary (Domestic Finance) and the Office of Domestic Finance and the Assistant Secretary (Economic Policy) and the Office of Economic Policy.

Responsibilities

The following are the duties of this position at the GS15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

The attorney in this position will support the Assistant General Counsel (Banking and Finance), the Principal Deputy Assistant General Counsel, and the Deputy Assistant General Counsels in advising the General Counsel, the offices of the Under Secretary for Domestic Finance, the Assistant Secretary for Financial Institutions, the Assistant Secretary for Financial Markets, and the Assistant Secretary for Economic Policy, and their staffs.

The attorney will be responsible for legal support on litigation and oversight matters involving banking and finance issues, particularly including Coronavirus Aid, Relief, and Economic Security Act (CARES Act) programs; housing finance and government-sponsored enterprises; Dodd-Frank Wall Street Reform and Consumer Protection Act programs and activities; and federal grant and financial assistance programs. The attorney will prepare legal memoranda and litigation reports, often involving difficult or controversial issues with few precedents; analyze and review draft motions and filings prepared by the Justice Department on complex litigation matters, including lawsuits related to issues in which the Treasury Department has an interest; coordinate the Treasury Department's responses to inquiries from Congress, the Government Accountability Office, inspectors general, and other governmental oversight bodies; and provide guidance on the Administrative Procedure Act, the Freedom of Information Act, the False Claims Act, and other laws affecting Treasury programs. The attorney will also be responsible for drafting briefing materials and talking points for senior Treasury officials; offering written and oral legal advice; and representing Treasury by participating in meetings and negotiations with external groups. In addition, the attorney will review the work product of others for legal sufficiency and will be responsible for other duties as assigned.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the federal service. The expectation for selection for grade GS-15 will be at least the following: 12 months of pertinent legal experience at the GS-14 (or equivalent) level. For this position, specialized experience is described as experience at the next lower grade (or equivalent) in the following areas of responsibility:

- Providing legal advice on litigation and oversight matters related to banking law and financial services regulation, government or corporate financial transactions, or matters of similar scope and complexity.


This experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.


Education

Applicants must (1) be a graduate of an accredited law school with a LL.B., J.D. or equivalent; (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia; and (3) have at least one year of legal experience, which may include, for example, the private practice of law, practice in a government legal office, or a judicial clerkship.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:

- A one year probationary period may be required.
- Must successfully complete a background investigation.
