Duties

Summary

The position is in MSPB's Office of General Counsel and is responsible for legislative relations for the agency as a whole, providing expert level advice to the agency in regards to legislation, appropriations, and Congressional oversight. The incumbent also serves as the primary attorney for the agency's Inspector General program, performing complaint intake and conducting audits and investigations. On occasion, the incumbent may be asked to perform other Office of General Counsel work.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Manages staff activities to put together legislative proposals that the Board will sponsor and propose to the Congress.
  • Manages the clearing of legislative proposals through the involved agencies and through the official legislative clearance process under the control of the Office of Management and Budget.
  • Manages the preparation of agency officials to testify before Congress. This includes preparing testimony and backup materials and staging briefings for the officials.
  • Manages the implementation of new legislation that affects the laws relating to Federal employment or the appeal rights of Federal employees or the programs, policies, or budgets of MSPB.
  • Analyzes issues relating to Federal employment and related areas of law and preparing staff reports and studies concerning the legislative implications of legal problems.
  • Monitors the development of legislative proposals in other agencies that will have an impact on the body of law relating to Federal employment and the appeal rights of Federal employees and on the programs and policies of MSPB.
  • Administer the agency's Inspector General functions under the direction of the General Counsel or Deputy General Counsel.
  • Performs intake of complaints routed to the Inspector General and determines the appropriate disposition of such complaints.
  • Conducts internal audits and investigations, abiding by all relevant agency policies and directives.

Qualifications

To qualify, you must be duly licensed and authorized to practice as an attorney under the laws of a state, Territory, or the District of Columbia and meet the following requirements by the closing date of the announcement.

-GS-905-13: A professional law degree (LL.B. or J.D.) plus one of the following:
a. Superior law student work plus two years of professional legal experience in legislative law or employment law applicable to federal employees and agencies, one of which must be at a level of difficulty comparable to the GS-905-12 level; or
b. Three years of professional legal experience in employment law applicable to federal employees and agencies, one of which must be at a level of difficulty comparable to the GS-905-12 Level; or
c. Second professional law degree (LL.M.) plus two years of professional legal experience in employment law applicable to federal employees and agencies, one of which must be at the level of difficulty comparable to the GS-905-12 level.

-GS-905-14: A professional law degree (LL.B. or J.D.) plus one of the following:
a. Superior law student work plus three years of professional legal experience in legislative law or employment law applicable to federal employees and agencies, one of which must be at a level of difficulty comparable to the GS-905-13 level; or
b. Four years of professional legal experience in employment law applicable to federal employees and agencies, one of which must be at level of difficulty comparable to the GS-905-13 level; or
c. Second professional law degree (LL.M.) plus three years of professional legal experience in employment law applicable to federal employees and agencies, one of which must be at the level of difficulty comparable to the GS-905-13 level.

- GS-905-15: A professional law degree (LL.B. or J.D.) plus one of the following:
a. Superior law student work plus four years of professional legal experience in legislative law or employment law applicable to federal employees and agencies, one of which must be at a level of difficulty comparable to the GS-905-14 level; or
b. Five years of professional legal experience in employment law applicable to federal employees and agencies, one of which must be at level of difficulty comparable to the GS-905-14 level; or
c. Second professional law degree (LL.M.) plus four years of professional legal experience in employment law applicable to federal employees and agencies, one of which must be at the level of difficulty comparable to the GS-905-14 level.
