The Office of the Director within the National Institutes of Health (NIH), within the Department of Health and Human Services (DHHS) is seeking exceptional candidates for the position of Director, Office of Equity, Diversity and Inclusion. This is a career Federal position in the Senior Executive Service. See "Responsibilities" section for a list of the major responsibilities.

Responsibilities

  • The Director, Office of Equity, Diversity and Inclusion (EDI), is responsible for advising and consulting with the NIH Director and NIH senior leadership and reports to the NIH Director
  • Advises NIH Leadership on a variety of equal opportunity, civil rights, reasonable accommodation, language access, diversity, inclusion, training, data analytics, and issues impacting the agency's complex and diverse workforce
  • Exercises executive level technical expertise in designing and directing dynamic NIH programs, policies and procedures to promote institutional equity based on rules, regulations, laws and Executive Orders
  • Serves as the primary agency expert in all aspects of the portfolio, provides strategic planning and direction for building a diverse work force, fostering an environment of inclusion grounded in respect for the individual,
  • Offers strategies to enable all NIH employees to develop to their full potential in support of the biomedical research mission
  • Serves as a critical partner to the Director, Office of Human Resources, NIH CIVIL, Chief Officer for Scientific Workforce Diversity, the NIH Ombudsman, and the Institutes, Centers, and OD Offices
  • Chairs and leads trans-NIH EDI policy workgroups, engaging pertinent stakeholders and senior leaders in the NIH community
  • Provides agency expertise in workforce demographic data and EEO complaint data analyses by translating demographic data into meaningful information that drives NIH?s equity and diversity initiatives
  • Serves as the NIH EEO Officer for purposes of compliance with 29 C.F.R. 1614 and the Management Directive 110, which implements those regulations
  • Serves as the Agency expert in the preparation of the mandated Management Directive 715 Report and Plan to be filed with the U.S. Equal Employment Opportunity Commission

BASIC QUALIFICATIONS:
The OD seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Applicants must meet the requirements for the GS-340 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-340 Website under Administrative and Management Positions and demonstrate within your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position. It is recommended that the corresponding PTQs are annotated in parenthesis within your five (5) page resume. Separate PTQ narratives will not be accepted or considered .

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) ( Mandatory) :
  • Experience overseeing and leading an equal opportunity, reasonable accommodation, language access, and diversity program for a large organization of national scope.
  • Experience in developing and implementing policies and procedures for a large, complex equal opportunity, reasonable accommodation, and diversity program, which includes training and agency review functions.
  • Skill in communicating complex agency matters in a clear, concise and logical manner to a wide-range of staff and external organizations and consulting with senior staff on an array of EEO, reasonable accommodation and diversity issues.
  • Experience in providing supervision and leadership to staff at all levels in an organization and maintaining effective relationships.
  • Political, Schedule C, Non-career SES Appointee*: In the last five years, based on the closing date of this announcement, have you served or are you currently serving as an Executive Branch political, Schedule C, or Non-career SES appointee?     A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
