Summary

This assignment is a 6-month non-reimbursable assignment. The incumbent serves as an External Affairs Specialist for CISA supporting the efforts of CISA programs in their engagement and outreach missions and coordinating with the DHS Office of Public Affairs, Office of Partnership and Engagement, and other DHS offices to ensure proactive engagement with key stakeholders of the organization.

Responsibilities

  • The responsibilities described are for the full performance level.
  • Assists in designing, implementing and evaluating proactive strategies to communicate the mission and programs of CISA to external partners.
  • Supports event management and planning for major conferences such as DHS National Cyber Summit and RSA with activities.
  • Assists with the logistical aspects of meetings, conferences, and special events.
  • Assists with venue research and event analysis.
  • Contributes to the preparation of invitations and maintenance of participant database.
  • Field questions about registration and meeting agenda.
  • Contribute to the preparation, reproduction, and distribution of conference materials.
  • Research information about possible room setup, AV equipment, and other on-site meeting needs.
  • Supports a portfolio of CISA external affairs activities that may include CISA Speaker Bureau, conference planning and Intergovernmental Affairs.
  • Identifies, develops and applies a range of analytical tools to evaluate CISA communication efforts, and applies results of analysis to refine strategies and tactics to address areas of concern.
  • Identify opportunities for enhanced outreach and messaging to all stakeholders.
  • Supports EA leadership in briefings and other interactions with critical external stakeholders and executives to include senior officials in DHS, other Federal agencies, the private sector, and state, local, tribal and territorial officials.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must currently hold a GS-13, 14, 15 , or equivalent grade level
  • The program does not apply to members of the Military service or contractors.

Qualifications required:
  • Developing and implementing strategies used to communicate with stakeholders in support of accomplishing an organization's mission;
  • Planning meetings, conferences, and/or special events;
  • Managing budgeting logistics for meetings, conferences, and/or special events;
  • Developing and maintaining relationships with key external stakeholders to advocate for an organization's position/policies;
  • Collaborating with multiple offices and programs to develop, explain or resolve external communications strategies and products; and
  • Writing and presenting program information for a range of external stakeholders.
  • Must currently hold a GS-13, 14, 15 , or equivalent in other pay system

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
