Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Talent Management (OTM). The incumbent oversees the Human Capital Operations Program at the Human Resources Center (HRC) level.

Responsibilities

  • Serve as Assistant Director for the Human Resources (HR) Operations, OTM .
  • Responsible for the planning, directing, and implementation of administrative level programs in align with the VA HR Human Capital Operations program in accordance with the VBA structure.
  • Manage major changes to the structure of HR programs.
  • Exercise discretionary authority to approve allocations in the budget.
  • Ensure the organization's mission and vision is communicated and adhered to by all subordinate employees.
  • Establish the performance standards which are communicated through the employee's performance management system.
  • Manage the application of merit system principles through supervisors and their staff.
  • Implement VBA wide mission practices, procedures, training, and customer support regarding all aspects of human resources' operations.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
(1) Experience with HR management, concepts, laws, rules, principles, regulations, and practices of HR programs; (2)
Experience in strategic planning, operational planning, transition, management and organizational principles and practices; and (3) Experience supervising a subordinate staff that performs staffing and placement, employee benefits and retirement, position management and classification and compensation management.

Note : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

There is no education substitution for experience at the GS-15 level.

Work Schedule: 8:00 AM - 4:30 PM. Alternate work schedules may be available.

Promotion Potential: The full performance level of this position is grade GS-15.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
