Responsibilities

- Serves as the Commissioner's Chief of Staff and confidant performing a variety of special assignments of a high degree of responsibility and difficulty in support of the Commissioner's initiatives and the Reclamation mission.

- Manages and oversees the planning and coordination of the sequences of events necessary to carry out the Commissioner's mandated responsibilities such as: budget submissions, personnel requests, annual assurance statements, IT certifications, meeting/events planning, and any other duties that may be assigned by the Commissioner.

- Performs extensive analysis and study of broad and varied program issues falling within or which cross Reclamation's jurisdiction. Responsible for reviewing and editing policy statements originated by the various programs within Reclamation in order to ensure that they reflect the views of the Commissioner.

- Carries out direction and oversight provided by the Commissioner. Oversight requires significant and extensive coordination and integration of several important programs and projects that are of interest to the Commissioner.

- Performs the full range of supervisory duties. Plans work to be accomplished, sets priorities, and establishes schedule for work completion.

- Coordinates and performs necessary liaison functions in the private sector, other governmental agencies and Tribal governments with various officials, administrators, and key personnel of business, industry, labor, professions and associations.

Applicants must meet all qualification requirements, including time-in-grade and any selective factors, by the closing date of the announcement, 12/16/2020.

TIME IN GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Qualifications

To qualify, applicants must possess one year of specialized experience equivalent to at least the GS-14 in Federal service. Specialized experience is experinece in the areas of water and related resources management and hydropower generation are required at this level and are defined as: demonstrated experience in communicating and interacting with various levels of leadership (inside and outside government), proactively anticipating leadership's needs, developing, providing and presenting briefing materials that are effective for communication, the ability to synthesizing and interpreting data from multiple systems, setting priorities, development of key talking points, organizing hectic situations, providing continuity and representing leadership; experience with carrying out a variety of assignments under a variety of circumstances that may be complex and/or critical; experience meeting short or high level deadlines, carrying work out utilizing project management principles (time, resources, budget implications), and experience in creating and implementing processes and procedures. Exhibits a high level of collaborative skills, diplomacy, awareness and is forward thinking.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Human Resources (HR) will review resumes and submitted documents, if applicable, to ensure applicants meet the basic qualification requirements.
