Responsibilities

Position is located within Aviation Safety (AVS) organization, Office of Quality, Integration and Executive Services (AQS), Finance and Budget Division (AQS-400). Position is responsible for the oversight and management of the Finance & Budget Division (AQS-400) and serves as the sole authority and advisor for all AVS-wide budget matters.

The Director's role and responsibilities include the following:

Directs the work subordinate employees and/or managers for multiple organizational units/projects/programs across multiple functions and/or disciplines within a major subdivision. Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Serves as the primary POC (point-of-contact) for all AVS-related requests from the Assistant Administrator for Financial Services/CFO, the Director of the Office of Budget, and staff.

Oversees AVS briefing materials in defense of the AVS budget requests for use by the Associate Administrator for Aviation Safety (AVS-1), the Administrator, and as necessary, OST (Office of the Secretary).

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs.

Exercises managerial and administrative authority for acquisition management programs and activities which encompass Contracting Officer responsibilities. Collaborates with stakeholders to define business requirements. Manages tracking of when contracts ends to plan the timing of contracts re-competes. Ensures that staff with correct COR level and experience is assigned to support contract awards.

Work is typically governed by established policies, procedures, and mission objectives which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems, which cross-organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. May participate in developing solutions to FAA-wide problems.

Work usually includes routine and challenging financial and Aviation Safety projects/programs. Work frequently affects internal and external customers and directly impacts the goals and objectives of a major subdivision, LOB/SO, and often the FAA.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J / FG/GS-14/15. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience leading or coordinating the development of financial plans including governmental budgetary formulation, design, and execution as well as monthly and quarterly status reports on obligations and staffing. Experience with contract evaluation techniques and reporting in addition to applying and managing quality assurance and control processes for large-scale projects. Responding to financial inquiries or budgetary data requests.
