Responsibilities

Directs the work of subordinate employees within a major subdivision. The incumbent supervises the work of subordinate employees, plans and assigns tasks, monitors and evaluates employee performance, and appropriate employee leave. In addition to leadership responsibilities, the incumbent also maintains a Level 3 Contracting Certification and an unlimited Contracting Officer warrant.

The incumbent primary responsibilities include, but are not limited to, the following: providing leadership direction and guidance to branch personnel; managing work assignments and distribution within the branch; serving as an advisor to agency officials on acquisition strategies and standards; establishing and implementing operating policies and procedures for the branch; ensuring functions are carried out in accordance with applicable laws, regulations, and agency policy; implementing consistent standards and best practices within the branch, reviewing, monitoring, and evaluating the effectiveness of branch procurement functions, and collaborating with other branch managers and actively engaging as a member of the AAQ-300 management team and Division-wide initiatives.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of contracting, management and strategic planning, and the ability to integrate the work of organizational units/projects/programs to accomplish mission objectives.

Contacts are internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for contract policies/procedures or other project/program purposes.

Work is typically governed by established policies, procedures and mission objectives which leave considerable room for discretion. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA. May participate in developing solutions to FAA-wide problems.

Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO. Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and the FAA. Work affects internal and external customers of the major subdivision, and the LOB/SO and the FAA.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Basic Requirements for Pay Bands FV-K:

(1) 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and

(2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position; and

(3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification.

SPECIALIZED EXPERIENCE REQUIREMENT : To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience applying expert knowledge of federal acquisition laws and regulations, and various types of contracts, to provide advice and guidance to subordinate staff and senior level management.

Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met. This applies to other positions at the same pay band/grade in the FAA or other Federal agencies. To qualify for a position at a higher pay band or grade, he/she must meet the requirements and specialized experience as stated.
