The Office of Commercial Space Transportation regulates the U.S. commercial space transportation industry, to ensure compliance with international obligations of the United States, and to protect the public health and safety, safety of property, and national security and foreign policy interests of the United States. Additionally, the Office of Commercial Space Transportation facilitates the strengthening and expansion of the United States space transportation infrastructure.

Responsibilities

The Executive Director, Office of Strategic Management, serves as a senior advisor to the Associate Administrator and Deputy Associate Administrator for Commercial Space Transportation. The Executive Director supports the Office of Commercial Space Transportation to include services for financial management, human capital management, technical and professional training, strategic and business planning, external stakeholder engagements, and policy related activities including rulemaking. The Executive Director executes the work of the organization via a staff of approximately 30 employees and the administration of an annual $18M budget.

Principal Responsibilities

- Directs the development of new or amended Federal Aviation Regulations as well as national policies, standards, and procedures relating to commercial space transportation (CST) licensing, safety oversight, and operations regulated and monitored by the FAA. Collaborates with the Office of Rulemaking to finalize and codify federal CST regulations. Directs, coordinates, controls, and ensures the adequacy of national and international aviation policies, goals, and priorities.

- Leads engagements with international stakeholders for the purpose of negotiating and establishing CST agreements that proliferate the acceptance and wide use of U.S. established norms and standards.

- Serves as the Commercial Space Transportation Advisory Committee Designated Federal Official providing information, advice, and recommendations to the FAA Administrator on critical matters concerning the U.S. CST industry.

- Provides executive direction and leadership to create, advocate for, and execute all portions of AST budgets, research and development programs, contract support requirements, and AST strategic and business planning processes. Recommends new approaches and strategies to improve resource allocation, cost efficiency and productivity.

Leadership Requirements

Discuss ways that you have established and maintained positive work environments and prevented or eliminated discrimination or harassment. Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services. Include in your description experience in leading others in a matrix environment across organizations.

3. LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.

4. LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.

Technical Requirements
1. TECHNICAL REQUIREMENT: Demonstrated experience establishing commercial space transportation related policies, standards, and procedures for a federal civilian, military, or private organization.
