This position is located in the Office of Business Process Integration (OBPI), Veterans Benefits Administration (VBA). The incumbent functions as an information automation development team representative and liaison of the business community. The primary focus of the team is to develop viable strategies and automation solutions that will improve the efficiency and effectiveness of VBA operations nationwide to provide improved service to our veterans, their dependents and their survivors.
This position is in Office of Business Process Integration (OBPI), Modernization & Process Improvement (MPI) Division. In this capacity, the incumbent is responsible for:
  • Managing projects that involve conducting planning, scheduling, analysis and requirements, design, testing, training, implementation and post-implementation activities for the design of modernized business processes and information systems which enhance delivery of VBA's claims and benefits to Veterans, their dependents and their survivors.
  • Working as a Project Manager and/or Team Member to develop or revise business processes, information systems, and workflows for VBA business functions including claims intake, data conversion, and upload of paper and electronic disability claims. Includes all phases of development from project initiation through close-out.
  • Reviewing, revising and developing policies and procedures for VBA offices nationwide. Managing projects and Stakeholders to deliver changes.
  • Identifying and analyzing areas for improvement by automation or changes in business process. Researching and recommending feasible improvements based on comprehensive program studies, securing buy-in and assisting with coordination and/or Project Management to implement changes.
  • Performing stakeholder management, including consulting and coordination, with Regional Office staff, Office of Information Technology (OIT) technical staff, VBA Central Office staff, contract support staff, Veterans organizations, Computer Specialists, Business Users and others to develop changes/revisions to existing operations.
  • Participating in development of short and long-range project/program plans.
  • Developing effective and efficient internal management controls and administrative processes to resolve problematic issues.
  • Leading a team of business users to perform analysis and functional requirements for improved service to VBA's customers. Also leading business users in development of appropriate test cases for these improvements.
  • Managing and/or supporting projects with a focus on continuous improvement and organizational maturity, to ensure compliance with CMMI, and ISO9001 certifications, and leveraging the organization's current Project Management Standard processes and platforms.
  • Communicating timely with Senior PA and leadership using approved OBPI standard platforms.
  • Performing other duties supporting the successful delivery of VBA business applications as assigned by OBPI management.

GRADE REQUIREMENT: To receive CTAP selection priority, your grade level upon Reduction in Force must be at least 13 with promotion potential of at least GS-13.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. NOTE:. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
  • GS-13 position you must have served 52 weeks at the GS-12.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
    • Specialized experience must be at the next lower grade level GS-12 and is defined as experience in reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of field offices to determine field strengths, weaknesses and best practices, making recommendations for improvement, and demonstrated communication skills to prepare, present and articulate findings to management.
    • There is no education substitution at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary and is usually performed in an office setting. There may be some walking, standing and carrying light items such as paper, books or files.
