This position is located in the Consumer Financial Protection Bureau, Office of the Director. The incumbent provides authoritative advice and guidance in the strategic area of managing Bureau documents for use by the Director and for external publication, and takes a leading role in managing relationships with Bureau staff regarding issues of mutual concern.

Responsibilities

The following are the duties of this position at the CN-53 (Broadly equivalent to the GS-13). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Assist the Executive Secretary in managing interagency coordination of issues that directly affect the Director. Represents the Bureau in the absence of the Executive Secretary. Coordinate with CFPB subject-matter experts and internal representatives to research issues in which there are significant areas of disagreement. Assign actions to CFPB offices and maintains close follow-up to ensure completion.
  • Play a key role in managing the clearance processes for publication of external documents, including speeches, web content, testimony before Congress, press releases, and documents for publication in the Federal Register. Critically review documents for conformance with stated strategic objectives and policies, anticipating and resolving potential problems or inconsistencies.
  • Prepare final drafts of letters, memoranda, white papers, etc., on sensitive/critical matters that communicate the Bureau's and the Director's views, philosophies, or position to external parties. Prepare briefing materials in advance of the Director's or Chief of Staff's participation in meetings or appointments with outside groups. Based on knowledge of the Director's priorities and interests, assess available information, determine adequacy, and gather pertinent background information. Conduct independent research to collect, compile, analyze and present information or works with staff members to develop material, and ensure these materials meet standards for clarity, conciseness, and are consistent with established strategic objectives.
  • Collaborate with Executive Secretary staff to recommend and implement programs, controls and systems with the Office of the Chief of Staff and Executive Secretary to track and record documents for use by the Director, that require the Director's or Chief of Staff's attention, and for external publication. Procedures are designed to ensure that deadlines are met; and that files and associated records are established in accordance with Bureau policy and procedures, meet the individual needs of staff, and facilitate the expeditious handling of the work of the office.
  • Monitor and manage the posting of CFPB documents for official notice in the Federal Register. Manage and organize the comments received in connection with those notices. Prepare summaries of comments received and ensures concerns received through the comment process are forwarded to and addressed by the appropriate CFPB staff office. Track and coordinate statutory reports to Congress and other requirements of the Dodd-Frank Wall Street Reform and Consumer Protection Act. Perform other special projects that arise within the Chief of Staff's office as requested.

    Specialized Experience:

    To qualify at the CN-52 level, you must have the following: One year of specialized experience at or equivalent to the CN-51 level in the Federal service (the CN-51 level is equivalent to the GS-11 level).
    For this position, specialized experience is defined to include:
    •Reviewing reports, correspondence, or other materials dealing with technical, policy, and/or program issues for accuracy, adherence to policy, organization of material, and grammar; AND
    •Providing guidance to individuals external to your work group regarding following procedures for internal approval processes; AND
    • Interacting with executive level staff as well as collaborating with individuals internal and external to your work group.

    To qualify at the CN-53 level, you must have the following: One year of specialized experience at or equivalent to the CN-52 level in the Federal service (the CN-52 level is equivalent to the GS-12 level).
    •Reviewing and editing reports, correspondence, or other materials dealing with technical, policy, and/or program issues for accuracy, adherence to policy, organization of material, appropriateness for intended audience and grammar; AND
    •Providing advice and guidance to individuals external to your work group regarding following procedures for internal approval processes; AND
    • Interacting with executive level staff as well as developing relationships and collaborating with individuals internal and external to your work group.
