Responsibilities

The incumbent serves as a Camera Operator and performs a full range of camera operations for recorded and/or live television programming as well as live television coverage of daily House floor proceedings and committee hearings. Additional duties may include ENG camera operations, video teleconferencing operations, non-linear editing, directing single or multiple camera productions, audio and/or radio studio operations, tape room operations, and operation of a character generator.

The incumbent must follow and adhere to all applicable workplace policies, practices, and procedures, as well as provide professional level customer service and exercise sound judgment and discretion when dealing with House Members, staff, and the general public. The incumbent must prioritize his/her own work and often works independently on assigned projects.

The incumbents pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, and assigned level of responsibility, in comparison to local market rates of pay for equivalent criteria within the applicable discipline.

Primary Duties/Responsibilities:

1. Perform a full range of camera operations for recorded and/or live television programming as well as live television coverage of daily House floor proceedings and committee hearings with minimal supervision. Prepare the House studios for each program including lighting the sets, recommending and assisting with make-up, loading and unloading teleprompters, and determining initial camera positions.

2. Operate cameras to secure professional picture composition and focus; apply experience and creative artistic ability in proceeding with or anticipating Director's commands for television programming.

3. Responsible for technical aspects of camera equipment to the extent of making necessary settings for each program/proper pictures. Work with Engineering Operations in pre-programming, and report discrepancies and/or malfunctions the Productions Operations Manager.

4. Work closely with Sub-Unit/Branch management and staff thereof to complete a wide variety of complex assignments and long-range planning efforts related to the mission of the Sub-Unit/Branch. Carry out and follow up on the completion of special projects and initiatives as assigned

5. Analyze internal operational problems and issues and prepare plans of action concerning the findings and/or results thereof. Report work progress and results to senior management on all aspects of the operation.

6. Keep apprised of day-to-day operations and keep appropriate management informed of ongoing activities as well as areas of concern.

7. Ensures compliance with internal CAO and HSS documentation formats and procedures to include lines of communication and document tracking/records management. Maintains adequate, understandable records management systems on a timely basis and in accordance with general standards. Retains records pursuant to the CAO Records Retention Policy and Schedule thereof.

8. Assist co-workers in utilizing internal practices and procedures to ensure performance is timely, responsive, and consistent with customer needs. Assist in training new employees as required.

9. May perform data entry, manipulate, and/or retrieve information and data from automated systems for assigned areas. May perform miscellaneous clerical and administrative support as needed.

10. Exemplify the characteristics of individual performance expected by Senior Management. These include: attitude, productivity, job knowledge, professional office behavior, dependability, initiative, customer service, teamwork, safety and availability.

11. Perform other official duties as assigned.

Qualifications

1. 3+ years of professional broadcasting experience with emphasis on studio and/or robotic camera operations, studio preparation, and lighting.

2. Professional level experience operating non-linear editors, video-teleconferencing equipment, ENG cameras, audio boards, computer based audio editing systems, and character generators preferred.

3. Professional experience directing single and multi-camera productions and tape room/ingest/playback operations preferred.

4. Working knowledge of and experience using various automated office systems and software programs preferred.

5. Knowledge of the legislative environment, U.S. House of Representatives, and the operations thereof, preferred.

6. Bachelor's degree in a discipline related to the position or an equivalent level of professional work experience preferred.

Knowledge, Skills and Abilities Required:

- Knowledge and understanding of photographic composition and all phases of recorded and live television programming.

- Ability to understand and apply workplace policies, practices, rules and established procedures, as well as exercise sound judgement and discretion.

- Understanding of and ability to establish and maintain administrative and quality control processes.

- Ability to communicate effectively, both orally and in writing as well as the ability to establish effective working relationships with senior staff and other high-ranking officials.

- Ability to handle sensitive and confidential matters with tact, both personnel and operational, as well as the ability to exercise judgement and discretion.

- Demonstrable organizational skills and attention to detail.

- Ability to successfully complete and apply applicable training, technical and otherwise.

- Ability to work effectively as part of a team or independently in an interdisciplinary customer service oriented work environment.

- Ability to meet minimum physical requirements (lifting, bending, crouching, standing, etc).

- Availability to work additional hours as required in a 24/7 environment.

- Must successfully complete a criminal history records check [or other applicable security clearance] and a pre-employment drug-test (pre-identified position only).
