Summary
The VHA Office of Finance has the overarching responsibility for VHA budget development and allocation; monitors the execution of funds to networks; guides and oversees financial management and accounting operations; and maintains the managerial cost accounting systems for VA. The Systems and Procedures Analyst in the Financial Policy section is responsible for research and development of theories, concepts, practices, & standards for the financial management activities of the VHA programs.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-9, GS-11 or GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The Systems and Procedures Analyst provides comprehensive knowledge of financial procedures, programs, regulations and laws pertaining to cash management, revenues and expenses, assets, financial reporting, debt management, cost accounting, payroll, and related fiscal administration management. Incumbent is fully experienced in applying

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2020.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience utilizing law, statutes, policies, and regulations that govern VHA financial management; experience providing guidance and training on financial management processes, procedures, and regulations; experience presenting guidance and training on various financial. For a GS-13, you must have at least one year of specialized experience equivalent to at least a GS-12 grade level in federal service which includes: Expert knowledge of financial procedures, programs, regulations and laws pertaining to cash management, revenues and expenses, assets, financial reporting, debt management, cost accounting, payroll, and related fiscal administration management; experience applying financial concepts and methodologies; independently resolves conflicts through coordinating with system support, computer programmers, program managers, etc; independently interprets policies and regulations to make recommendations for improvements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. - Provide analysis and interpretation of law, regulations, decisions and directives of governmental bodies which impacts VHA financial policies.
- Assists VHA Central Office and VHA field facilities staff in the application of fiscal policies, practices, and procedures.
- Develop and present briefings on a variety of complex financial policy issues.
- Provide guidance to field staff to ensure compliance with policies.
- Communicate effectively both orally and in writing to provide financial information to staff.
