Summary

Serves as a Program Analyst for Emergency Operations in the Office of Airports Safety and Standards (AAS-1), Airports Safety and Operations Division, (AAS-300). Applies expert and in-depth knowledge of the National Airspace System (NAS) to manage various administrative and technical functions for the Office of Airports (ARP).

Responsibilities

Acts as a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Oversees disaster response related exercises and events.

Builds and maintains relationships with internal and external stakeholders associated with Emergency Operations by conducting outreach; and providing support, staffing, writing, research, and other functions to facilitate ARP's engagements with stakeholders.

Applies experience and expert knowledge to facilitate and support activities as it relates to emergency operations and assists airport sponsors in coordinating any support required during an emergency situation. Informs senior leadership of any airport requirements in accordance with FAA Order 1900.1, FAA Emergency Management Program. Represents the Office of Airports (ARP) during Crisis Response Working Group meetings and provides support to the Department of Transportation as required. Supports ARP senior leadership during Crisis Response Steering Group (CRSG) meetings. Updates and ensures that the ARP Devolution and Reconstitution Plans are current and for planning and coordinating the Continuity of Operations Programs (COOP). Maintains the airport certification program roster with updated emergency contact information.

Represents the Office of Airports (ARP) as a principal point of contact to provide advice to management on planning methodologies and performance/trend indicators to measure attainment of fiscal year goals and objectives.

Provides expertise and technical advice (either directly or by helping to facilitate engagement of other subject-matter experts) for managers, supervisors, and other personnel in developing policy and regulations unique to emergency operations. Presents recommendations for adoption, implementation, mitigations, or changes to senior management. Prepares documentation and reports, to include charts, graphs, statistical summaries, etc. of the revised procedures or processes. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Anticipates potential issues and proposes recommendations for preventive actions. Develops and recommends approaches to address current and anticipated problems and issues. Communicates with senior management, facilitating effective decision making, and coordinating cross-organizational efforts to identify and solve problems.

This position will spend at least 60% of work time on emergency planning, or actual events. May be required to work irregular hours during emergencies.

May be assigned additional duties related to the overall mission of safety within the Airport Operations and Safety Division.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:
  • Developing programs and policies for emergency operations; or
  • Overseeing disaster response related exercises and events; or
  • Planning and coordinating Continuity of Operations Programs (COOP).
