Responsibilities

Secret- This position has been designated non-critical sensitive and requires incumbent to obtain and maintain eligibility for a Secret clearance. Must meet and continue to adhere to the requirements of a Tier 3 level background investigation.

As a Program Administration Specialist, you will:
  • Conduct research on a wide variety of programmatic and administrative issues, summarize the findings in formats appropriate to the use, and recommend courses of action.
  • Serve as an internal source of expertise on administrative practices for the Division, advising staff on the requirements and available options.
  • Serve as a liaison with human resources staff on personnel actions, financial management staff on accounting and budget issues; acquisitions services on procurement matters, management services on a wide array of services, with FinCEN's training staff, and with security.
  • Participate in scheduling and conducting internal meetings; including preparing agendas and presenting subject matters for discussion.
  • Manage the calendars and records for the Associate Director and Deputy Associate Director; including memoranda and related records classified up to the Secret level.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position is defined as:

- Interpreting and applying guidelines which apply to routine work situations; AND

- Developing and implementing standard management and administrative processes within an organization.

Some examples of how this experience could be met include:

- Utilizing information technology systems to access, catalog, develop, and maintain records, reports, and files to support an organization's business processes; or

- Overseeing or coordinating various administrative services in support of an organization's program operations, such as accounting, budget, workload management, human resources, time

and attendance, and travel; or

- Developing, enhancing, and implementing standard management and administrative processes within an organization, including by providing training and other resources as needed, and

identifying and recommending improvements to policies and procedures.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.

Specialized experience for this position includes:

- Applying guidelines to routine work situations; and

- Assisting with the development of standard management and administrative processes within an organization.

Some examples of how this experience could be met include:

- Utilizing information technology systems to access and maintain records and files to support an organization's business processes; or

- Assisting with the coordination of various administrative services in support of an organization's program operations, such as accounting, budget, workload management, human resources, time and attendance, and travel; or

- Assisting with the development of standard management and administrative processes within an organization, including identifying and recommending improvements to policies and procedures.

OR you may substitute education for specialized experience as follows:

- a Ph.D. or equivalent doctoral degree; OR

- 3 full years of progressively higher-level graduate education leading to such a degree; OR

- a LL.M., if related;

OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement

must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
