Responsibilities

Language Requirement - Ability to speak and read Spanish in all styles and forms of the language pertinent to the duties of the position.

There are 2 positions available, one position will be filled by a Spanish fluent speaking applicant, the other position may be filled with either a Spanish, French, or Portuguese fluent speaking applicant.

Major duties for this position include but are not limited to, the following:
  • Drafts and provides written feedback on documents, as assigned, including analytical assessments, concept notes on proposed technical assistance projects (grants and contracts), monitoring and evaluation documents, and implementation evaluation documents.
  • Organizes and conducts extensive research and support activities for programs, initiatives, or international organizations assigned and prepares recommendations, reports, and briefings.
  • Ensures that key evaluation and audit findings, results of performance monitoring data analysis and other lessons, findings, and outcomes produced by technical assistance and monitoring and evaluation and audit activities are shared with relevant stakeholders and are applied to ILAB and OCFT's work, as applicable.
  • Engages with a range of actors and entities to develop and/or strengthen OCFT and ILAB strategic relationships and information exchanges.
  • Plans, develops, oversees, provides technical support for monitoring and evaluation activities and uses qualitative and/or quantitative methods to measure results and assess and improve program effectiveness and/or projects or systems.
  • Provides comprehensive and rigorous technical oversight of key monitoring and evaluation activities, as assigned, to ensure that high-quality data, analysis and lessons learned are produced to systematically measure achievement of project objectives.
  • Develops and prepares in-depth analysis of assigned issues at national, regional and global levels to provide inputs for reports, assessments, and other monitoring and evaluation-related documents
  • Prepares relevant reports, guidance documents, talking points, briefing books, memos, letters, proposals and background papers for managers and senior staff as directed.
  • Consistently writes clear, concise, organized, high-quality products.
  • Presents information to a variety of audiences, including senior management, in a clear and effective manner.
  • Collects and compiles qualitative and quantitative data from a variety of sources for analysis.
  • Reviews grantee performance data submissions and ensures data are meaningful, complete, standardized, and consistent.
  • Conducts oversight activities to ensure effective implementation of cooperative agreements and contracts on child labor and forced labor-related topics
  • Tracks adherence and compliance with provisions of contracts and cooperative agreements.
  • Represents ILAB on international, interagency, and intra-agency working groups, committees, international meetings and conferences
  • Listens effectively; clarifies information as needed.

The duties describe above are at the full performance level (GS-13). If selected at the lower level (GS-12), selectee will perform similar duties with varying levels of supervision.

Qualifications

THIS POSITION HAS A BASIC REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.

  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

    GS-12: In addition to the meeting the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Your experience must demonstrate extensive knowledge of Monitoring and Evaluation (M&E) Systems. Specialized experience is experience: (1) developing or facilitating the development of monitoring and evaluation systems for international development or human rights-related projects/programs, (2) developing or reviewing project/program evaluation plans, methodologies, and reports to ensure they are appropriate for/meet evaluation objectives, and (3) utilizing qualitative and/or quantitative analysis to measure results and improve programs, projects, and/or systems effectiveness.

    GS-13: In addition to the meeting the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Your experience must demonstrate comprehensive knowledge of Monitoring and Evaluation (M&E) Systems.     Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    Research, Analysis, and Communication: Effectively applies knowledge of quantitative and qualitative research methods to conduct systematic and objective inquiry and analysis, particularly to further OCFT's learning from its Congressionally-mandated research and its technical assistance project performance information

    Technical Oversight and Facilitation (Monitoring and Evaluation): Coordinates, facilitates, and provides rigorous technical oversight of OCFT project monitoring and evaluation activities to ensure that high-quality data, analysis, and evaluations are produced to measure achievement of project objectives. Applies knowledge of the principles and methods for evaluating program or organizational performance, including identification of evaluation factors, metrics, and outcomes.

    Oversight/Management of Grants and Cooperative Agreements: Knowledge of requirements, practices, and procedures for soliciting and awarding proposals and administering and providing technical oversight of grants and contracts

    Coordination with External Entities/Organizations: Effectively coordinates between elements of the Department, US Government agencies, nongovernmental organizations, and regional and international organizations for the purpose of accomplishing an objective
