Summary

The incumbent serves as an Electronics Engineer in the Information Resources office Radio and Spectrum Management Division (RSMD). S/he is responsible for providing expert advice and support on telecommunications systems/networks to the RSMD Chief, other managers, and telecommunications managers across park units, regions and national centers.

Responsibilities

The major duties of the Electronics Engineer position include, but are not limited to, the following:
  • Researches, reviews, evaluates and provides advice on the effectiveness, technical adequacy, suitability of work proposed as it pertains to development of national radio systems across the Bureau and Department.
  • Assists in the design of complex state-of-the-art radio communications systems and networks, buildout of telecommunications sites and associated communications/dispatch centers.
  • Devises methods, procedures, and approaches, which have agency-wide influence in the radio and wireless telecommunications area
  • Performs technical review and assistant in the development of statement of works (SOW), system performance, and future development and assessment of wireless technologies, and satellite communications platforms and devices.
  • Coaches, facilitates, and mentors team members while serving as the senior electronics engineering expert for the RSMD.

  • You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

All qualifications must be met by the closing date of this announcement-12/03/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-13 grade level, you must meet the following requirements by the closing date of this announcement.

BASIC REQUIREMENTS:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. MINIMUM QUALIFICATIONS:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: 1) Interpreting and applying all laws, regulations, rules and policies governing the use of radio communications and wireless technology; 2) provide sound recommendations to influence and determine technologies used by the agency; 3) devise methods, procedures, and approaches, which have agency-wide influence in the radio and wireless telecommunications area for which there is a high level of official concern due to public safety, protection of personnel, property or information, and emergency response; 4) design of complex state-of-the-art radio communications systems and wireless networks; 5) buildout of telecommunications sites and associated communications/dispatch centers. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: The work requires some physical exertion such as long periods of standing or walking over rough or uneven surfaces. The work requires the incumbent work some long periods and under conditions of intense concentration. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and working against tight deadlines with limited resources. Site reviews at remote areas may require hiking or driving into remote areas with active transmission towers. Climbing towers to inspect site antenna installations will be required as needed.

Working Conditions: The work environment is that of a standard office most of the time but will include extensive travel throughout the United States. It will also include visiting telecommunications sites that may involve walking, helicopter transportation or long periods of driving over rough roads. Weather conditions at the radio sites can include rain, sleet and snow. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/ supplements or by the designated Safety Officers. Incumbent will follow all standard safety precautions for working at facilities with active transmission of radio frequencies.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
