Responsibilities

The NRO will make selections at the GG-13 level for this position

As a IT CYBERSECURITY ANALYST you will be responsible for the following duties:
  • Analyzes and evaluates work concerned with integrated systems of computer programs and/or computer equipment.
  • Supports the development of integrated agency-wide transition strategies, plans, and actions plans to ensure that key DoD and agency standards ·are implemented in support of agreed upon DoD information architectures.
  • Participates in a variety of organization-wide work groups. Evaluates, develops, and recommends modification/approval on assigned area of standards.
  • Manages IT systems security.
  • Implements standard operating procedures, software, and controls to ensure appropriate levels of security.
  • Responsible for protection measures such as file access controls, software and physical safeguards, and personnel at central and remote sites.
  • Establishes implementation and oversight plans to ensure compliance with requirements.
  • Reviews and ensures that submitted risk analysis, accreditation, and certification packages are in accordance with agency requirements and time frames.
  • Evaluates developed software to assure that it will provide the desired results and operate properly on assigned equipment systems.
  • Formulates and conducts or participates in study projects to recommend standards solutions to complex architecture and systems engineering requirements.
  • Receives and analyzes new technology support requirements, develops information system techniques, establishes criteria, and makes recommendations when procedures/guidelines do not exist for IT and automation resources/ requirements, e.g., impacting information technology systems; implementation, operations, expansion, consolidations, and continuing life-cycle management.
DCIPS Term Appointments (DTAs) may be made noncompetitively from any source for an initial period of at least 1 year and 1 day, but not more than 5 years. These appointment must have a pre-determined end date and may be extended after the initial period in up to 1-year increments for up to a total of 5 years. Employees will potentially non-competitively convert to a permanent Appointment. Change effective 1 April 2020 referring to language addressing length in Term positions from DoD 1400.25 Volume, 2005

Travel Required

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

Qualifications

This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-13. The NRO is accepting applications from both current Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
  • Knowledge of agency mission, objectives, terminology, and management practices to recognize probable areas of interaction and overlap between proposed applications and existing systems.
  • Skill in analyzing, formulating, and recommending cybersecurity policies, IT procedures, and processes.
  • Experienced applying IT and cybersecurity principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout an agency.
  • Provide technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new developments to previous unsolvable problems, and make decisions or recommendations that significantly influence agency IT policies or programs.
  • Strong oral and written communication skills necessary to work with a wide variety of personnel, including the executive level. Prepare and present briefings to senior management officials on complex/controversial issues.
  • Experienced with the principles, methodologies, and practices of computer/application systems development lifecycle methodologies in order to advise on the planning, design, development, testing, and enforcing relevant standards in the systems development process and the focus of Federal standards initiatives.

This position is Defense Acquisition Workforce Improvement Act (DAWIA
DAWIA): Acquisition Category R (Communications - Computer Systems) Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIADAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system.
