Summary

Serves as the supervisor for the Acute and Ambulatory (AAC) section of Social Work Service. The AAC Social Work Supervisor is an experienced clinician with proven skills in administration, knowledge of social work methods, supervision and teaching. The incumbent is an experienced leader who shares in the professional and administrative responsibilities of planning, organizing and directing social work services within the Washington, DC VA Medical Center, a complex level 1A facility.

Responsibilities

The incumbent oversees service delivery and coordination of care of all the social workers assigned to the Patient Aligned Care Teams (PACT); outpatient specialty clinics, inpatient medical teams and specialty units. The incumbent provides the full range of supervisory duties which include responsibility for assignment of work to be performed, performance evaluations; selection of staff, training of staff; and recommendation of awards, advancements; and when appropriate disciplinary action.

The incumbent will participate in overseeing the practice of the AAC social workers. Incumbent will perform assignments that are collateral to primary duties but deemed necessary to meet the needs of the organization and VISN. Incumbent makes independent professional decisions and recommendations to the Chief. Incumbent serves as a liaison to other Services or care-lines within the organization related to Social Work.

1. Responsible for the day to operations, work assignments and coverage of the AAC section. Which includes 28 of masters prepared social workers at grades 9 to 12. The AAC social workers include, PACT (22 teamlets); outpatient specialty clinics (Renal Clinic; Infectious Disease; Neurology; Oncology; Women's Health; Spinal Cord Injury; Amyotrophic Lateral Sclerosis (ALS) ); Inpatient Medicine (7 teams); Medical Intensive Care Unit (MICU); Surgical Intensive Care Unit (SICU); and the Neurology and Surgery Units.

2. Responsible for making decisions regarding work problems and issues presented by subordinate social workers. The incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work related changes affecting programs and services. The AAC Supervisor advises Care Line Managers/Chiefs on problems involving the relationship of social work activities to the various units, clinics and programs. The incumbent serves as intricate member of various hospital committees, including the FIX Committee; Difficult Discharge; and Inpatient Interdisciplinary Rounds.

3. Develops procedures for and ensures the implementation and achievement of the provision of social work services to medical facility patients on inpatient and outpatient programs. Provides, or ensures that professional staff provide advice, assistance, and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to Veteran patients in the community.

4. Develops and monitors standards of clinical practice/standards of care for Social Work, including development of care guidelines, manuals, and guides to professional practice. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Incumbent is responsible for developing patient education materials for the AAC section and Social Work Service.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Preferred Experience: The AAC Supervisor should have at least two years in an area of specialized social work practice and must be independently licensed of certified by a state to practice at the advance practice level.

Grade Determinations for GS-13 Level:

Experience/Education.
One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities.

In addition to the experience above, the candidate must demonstrate all of the following KSAs.

(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13.

Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; both hands required; walking (intermittent); standing (intermittent); hearing (aid permitted); hearing without aid. Intermittent Driving a Vehicle (-/+ 2 hours); The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.
