Summary

This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans, Office of Cyber, Infrastructure, Risk and Resilience (CIRR).

As a Policy Analyst you will provide policy analysis and support the development and coordination of department-wide policy positions on cyber, technology, infrastructure, resilience and risk related topics and other areas of CIRR responsibility to include providing support to the Joint Cyber Coordination Group (JCCG).

Responsibilities

As a Policy Analyst GS 0301 13/14, you will be primarily responsible for advising senior DHS official and CIRR leadership on matters pertaining to cyber, technology, infrastructure, risk and resilience policy. Your typical work assignments may include:
  • Develop and implement national-level cyber, infrastructure, risk and resilience policy, including the analysis of potential impacts of policy options and provision of concise recommendations to leadership on complex policy issues.
  • Plan, schedule, and carry out major projects concerned with the analysis of cyber, technology, infrastructure, risk and resilience policy gaps across organizational components.
  • Conduct analysis of cyber, technology, resilience, risk and infrastructure related topics to identify policy gaps and recommended solutions at the national level and across organizational components.
  • Oversee the development of long-range strategies, priorities, planning documents, operational guidance, and program assessments of related DHS activities.
  • Review, research, and provide input on new and proposed legislation, regulation, and other relevant source materials to develop policy options and/or coordinate activities with other stakeholders to implement actions across an organization's enterprise.
  • Represent DHS policy positions in interagency and other working groups to other departments and agencies, foreign, state and local governments, the private sector, and academia through clear and concise written and oral analysis, recommendations, and evaluations.

Qualifications

Specialized Experience:

To qualify for the GS-13 you must have at least one year of specialized experience equivalent to the GS-12 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as: 1) Supporting the development and implementation of cybersecurity, technology, infrastructure, or risk policies and/or other related legislative and policy initiatives; 2) Using qualitative/quantitative methods to assess and support work that assist in determining improvements to cybersecurity, technology, infrastructure, resilience, or risk policy programs; 3) Assisting with identifying, evaluating, and recommending implementation of policies; 4) Researching cyber, infrastructure and resilience strategic goals and key program events/milestones to evaluate program accomplishments; and 5) Communicating orally and in writing to prepare complex reports, directives, position papers, policies, and to solicit/present information.

To qualify for the GS-14 you must have at least one year of specialized experience equivalent to the GS-13 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as 1) Developing and implementing workable cybersecurity, technology, resilience, risk or infrastructure policies and/or other related legislative and policy initiatives across an organizational enterprise; 2) Using qualitative/quantitative methods to assess and improve cyber, technology, infrastructure, risk or resilience policy programs; 3) Identifying, evaluating, and recommending implementation and/or changes to policies; 4) Determining cyber, technology, infrastructure risk or resilience strategic goals and key program events/milestones to evaluate program accomplishments or alternative approaches to achieve objectives; and 5) Communicating orally and in writing to prepare complex reports, directives, position papers, policies, and to solicit/present information.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
