Summary

Join the team! This position is located in the U.S. Consumer Product Safety Commission; Office of Financial Management, Planning & Evaluation; Division of Planning, Budget and Evaluation (CPSC/EXFM/FMPB). This position is with the Planning and Evaluation (P&E) Team within FMPB, which is responsible for agency strategic planning; performance planning, monitoring and reporting; and program evaluation.

Responsibilities

The incumbent in this position will be responsible for implementing, supporting, and coordinating a variety of work efforts and systems in support of P&E Team functions. The incumbent will:
  • Plan, develop and support agency processes and systems for the agency's multi-year Strategic Plan and evidence-building functions (i.e., Learning Agenda, Capacity Assessment, Annual Evaluation Plan, and program evaluations) that comply with the Government Performance and Results Act (GPRA) Modernization Act of 2010 (GPRAMA), the Foundations for Evidence-Building Policymaking Act of 2018 (Evidence Act), and the Office of Management and Budget (OMB) Circular A-11.
  • Serve as Contracting Officer's Representative (COR) for contracts that provide assistance to FMPB to fulfill its functions.
  • Provide advice and guidance to program officials regarding agency performance management and improvement initiatives related to the GPRAMA, Evidence Act and other pertinent laws, regulations, and agency policies.
  • Contribute to the development of key agency documents and reports, including the multi-year Strategic Plan, Annual Performance Budget Request, Annual Operating Plan, Annual Performance Report, and Annual Evaluation Plan. This includes developing schedules, collecting needed inputs from agency offices, analyzing and verifying performance data, designing and writing sections of the documents, incorporating edits resulting from internal agency review processes, and finalizing and publishing the documents.
  • Work collaboratively with program officials to develop effective performance goals and measures, and to collect, analyze, verify, and report performance data.
  • Conduct research, analyze data, and develop and maintain data systems and data collection processes; generate tables, charts, and graphic displays to explain performance data and findings to other professionals and non-technical audiences.
  • Design and conduct program evaluations and analytical studies of operating programs, involving a variety of qualitative and quantitative data collection methods.
  • Coordinate internal agency strategic data review meetings for managers; lead meetings with program managers and staff to conduct P&E Team functions.
  • Represent the agency at meetings of external working groups, task forces, and committees involved in improving government performance management, strategic planning, and evaluation.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-13:
1) managing the development of a federal agency multi-year strategic plan that conforms with GPRAMA, Evidence Act and OMB requirements; 2) writing and producing performance budget documents, annual performance plans, and/or annual performance reports for federal agencies; 3) developing performance goals and performance measures for federal programs; 4) collecting, analyzing and reporting on data for performance indicators; AND 5) designing and conducting evaluations to assess program effectiveness.
