Summary

This position is located in the Office of Policy, which includes the divisions of Communications and Legislative Affairs, Immigration Law, Legal Education and Research Services (LERS), and the Office of Legal access Programs. LERS develops and implements all legal training and professional development training for EOIR attorneys, immigration judges, and other agency staff.

Responsibilities

The Program Analyst is responsible for providing direct support to the Assistant Chief, Legal Education and Research Services, as a consultant/training analyst and troubleshooter for the overall training needs of the agency.

Duties include, but are not limited to, the following:
  • Provide consultations and troubleshoots overall training needs of the agency.
  • Examine and develop state of the art training and development technology, interactive multi-media, simulators, virtual environments, automated systems and social networking media for application to EOIR education and training techniques.
  • Identify and resolve deficiencies in content that requires the application of complex training technologies as well as new and innovative approaches.
  • Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation to achieve common training objectives.

Qualifications

In order to qualify for the Program Analyst position, you must meet the following minimum qualifications:

GS-09

Specialized Experience:
Applicants must have at least one full-time year (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
  • Research and analyze training needs for an organization;
  • Collect information about training needs in coordination with staff;
  • Develop new training courses, modules and certifications and; AND
  • Make recommendations to management and assist in implementing decisions.

OR

Education:
Applicants must have successfully completed a master's degree or equivalent graduate degree, or 2 full academic years of progressively higher-level graduate education leading to a masters or equivalent graduate degree, or LL.B. or J.D., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Related fields include Human Resources, Business Administration, Law, or other closely related field.

OR

Combination:
Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education in excess of one year, i.e., 18 semester hours, may be combined with experience under this provision.)

Specialized Experience:
Applicants must have at least one full-time year (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:
  • Provide consultation and troubleshoot overall training needs of an organization;
  • Develop procedures, criteria and standards required for training;
  • Develop new training courses, modules and certifications;
  • Evaluate current formal training objectives, course topics and training results; AND
  • Identify and resolve deficiencies in content that require the application of complex training technologies as well as new and innovative approaches and modify current course content.

OR

Education:
Applicants musthave successfully completed a Ph.D. or equivalent doctoral degree, or 3 full academic years of progressively higher level graduate education leading to such a degree, or LL.M., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Related fields include Human Resources, Business Administration, Law, or other closely related field.

OR

Combination:
Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined.
