Responsibilities

Serve as an accountant in the Division of the Comptroller, Financial Reporting Branch, which is responsible for working on general accounting operations, general ledger maintenance and reconciliation, reporting, and financial analysis functions. Will perform general accounting duties consistent with the functional responsibilities of the branch within the Division.

Typical assignments include but are not limited to assignments related to preparing accounting transactions, reconciling accounts, preparing accounting reports, and reviewing and submitting NRC financial reporting to the Treasury, the Office of Management and Budget (OMB), and the Government Accountability Office (GAO), and collaborating with internal and external stakeholders to ensure the reliability and consistency of NRC accounting data and financial reporting; monitoring generally accepted accounting principles as promulgated by authoritative bodies (OMB/Treasury/FASAB/etc.) and interpreting their impact on the accounting and financial management operations of the NRC; reviewing, analyzing and resolving various accounting related matters; rendering assistance on accounting and finance related matters; and participating in reviews and special assignments designed to improve internal controls and operating procedures; and serve as a technical expert to the branch chief in advising and assisting to implement federal accounting policies, guidelines, and processes. In addition, the incumbent is required to master the NRC financial management system (e.g., FAIMIS), external agency financial reporting systems (GTAS, CARS, etc.), as well as various accounting and financial management computer applications.

Qualifications

In order to qualify for this position, in addition to the educational requirements, you must have at least one year of specialized experience at the next lower grade level (GG-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: experience performing general accounting duties, including: recording accounting transactions; reconciling accounts; preparing accounting reports; analyzing internal controls; and reviewing, analyzing and resolving a variety of accounting issues.

The ideal candidate will be able to demonstrate the following:
  • Extensive knowledge of the principles, practices, and processes of accounting or financial management.
  • Extensive knowledge of computers (especially PC applications) and computer systems and software related to financial and accounting operations.
  • Extensive ability to interpret data from accounting and financial reports and assist in the development of such reports and preparation of accounting workpapers.
  • Extensive skill in presenting information, ideas and advice in a clear, concise, and logical manner, both orally and in writing.
  • Extensive ability to establish and maintain effective work relationships with all levels of personnel.

    NOTE: This position is being advertised at the GG-12 level only. After one year of satisfactory job performance, the selectee will be eligible for a promotion to the GG-13 full performance level of the position.

    Education

    All candidates must have knowledge of accounting principles and standards as evidenced by a four-year degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law), OR an equivalent combination of college-level education (24 semester hours in accounting courses), training that provided professional accounting knowledge and accounting experience.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
