Summary

This position is located in the Government Accountability Office (GAO), Human Capital Office (HCO), Processing and Information Center (PIC). The Human Capital Assistant (HCA) performs complex administrative functions consistent of planning and conducting quality assurance of payroll actions related to maternity/paternity, garnishments, leave transfer, military pay; as well as support to Human Capital Specialist with processing personnel actions, payroll, and time and attendance.

Responsibilities

Facilitates the execution of a full range of administrative support activities related to, payroll, time and attendance, and processing new employees and other personnel actions that includes resolving administrative errors and discrepancies as well as developing solutions for process inefficiencies.

Conducts research and provides technical guidance on a variety of rules, regulations and policies to resolve payroll issues and discrepancies such as determining back pay and corrective actions, calculating pay errors and corrections, as well as preparing documentation for NFC. Recommends procedural changes to improve quality and efficiency of administrative processes.

Maintains and monitors various data reports from an automated time and attendance (T&A) system and interacts with payroll provider such as the National Finance Center (NFC) to evaluate the status of payroll actions. Review reports from T&A automated system to identify any issues for resolution and distribute reports to the appropriate area for action.

Works with staff to ensure accuracy of leave audits and provide leave policy guidance to assist with resolving issues related to leave error discrepancies. Serve as a point of contact for processing military actions (i.e. reservist differential, LWOP, disabled veterans leave) and other related leave and pay actions.

Creates and maintains files for internal and external audits and inspections as well as document and data requests. Conducts quality assurance reviews of administrative operations processes to ensure consistency and compliance with organizational policies and procedures.

Conduct quality assurance reviews of payroll and official personnel case files ensuring all appropriate documentation are filed.

Reviews and releases routine, non-routine and complex actions ensuring the correct NOAC, authority, remarks and other critical elements are entered and supporting documentation is provided when necessary.

Qualifications

Applicants must have at least 52 weeks of specialized experience at the next lower level (AC-II), equivalent to the GS-9 grade level in the federal service that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as experience researching and applying human resources (HR) laws, regulations, rules, policies and/or procedures to provide advisory services in the areas of payroll, leave, time and attendance; as well as, researching and resolving pay and/or leave errors or discrepancies; retrieving payroll and/or leave data for reports, and providing advice and guidance on operations, maintenance and manipulation of payroll, leave and personnel data in an automated human resources information system (i.e. NFC, HR Connect, WEBTA). Knowledge of Federal personnel regulations, principles, policies, rules, and terminology to analyze a great variety of situations, answer various personnel related inquiries, resolve technical discrepancies, and make recommendations for the full range of personnel assistant functions in support of one or more specialty areas, and train lower banded employees.

Knowledge of, and skill in applying a comprehensive body of human capital rules, procedures, and technical methods sufficient to perform a full-range of administrative support assignments and process a variety of payroll and personnel actions.

Practical knowledge of Federal and agency regulations and policies relevant to pay, time and attendance and leave in order to process pay and leave transactions, including both routine and difficult actions.

Skill in the use of automated human capital systems such as HR Connect, National Finance Center (NFC), Entry Processing Inquiry and Correction System (EPIC), History Correction Update Processing (HCUP) System, Special Payroll Processing System (SPPS), Web-based Time and Attendance System (WebTA), and Monster.

Ability to review payroll data and identify discrepancies to make sound recommendations with a focus on achieving satisfactory results and providing exceptional customer service.

Skill applying knowledge of Federal compensation and leave entitlement regulations and policies that covers military actions (i.e. reservist differential, LWOP, disabled veterans leave) and other related leave and pay actions.

Ability to provide and apply guidance to address time and attendance issues, leave discrepancies and conduct leave audits.

Ability to provide oral and written recommendations to solve a wide variety of personnel issues and participate in the development, administration, and evaluation of work processes involved in assigned human capital program(s).

Verbal and written communication skills sufficient to explain technical requirements, answer questions regarding pay actions, and prepare documents and messages.
