Summary
The Specialty Crops Inspection Division, Training and Development Branch, is responsible for developing and providing training in accordance with SCI Division needs and creating and providing customized training specifically for the fruit and vegetable industry and other recipients. In this Training Officer position, you will support the division training programs including, the planning, development, revision and updating of the full range of technical training program activities.

Responsibilities
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Applies grading and certification procedures, standards, regulations and specifications to fresh and or processed fruit, vegetable, and specialty crops.
- Performs systematic reviews of training documentation; and evaluate an individual effectiveness in delivering proper inspection/grading and/or auditing procedures.
- Applies inspection procedures in order to conduct comprehensive reviews of policies and procedures, particularly in fresh and processed fruit and vegetable and edible nut grading programs.
- Collaborates with the Inspection Branch in developing procedures and instructions related to the grading of processed and fresh fruits and vegetables
- Collaborates with the Standardization Branch in their development of grade standards and manuals

- Experience within the fruit and vegetable industry in application of various practices and procedures to include transportation and storage practices; knowledge of processing, packing and packing materials, marketing methods and practices.
- Conducting studies for the development and analysis of product standards.
- Providing technical guidance on difficult or controversial grading inspection problems of fresh and or processed fruits, vegetables, and specialty crops.
- Providing general and/or technical information on fresh and or processed grade standards or inspection services to the fruit and vegetable industry.
- Ph.D. or equivalent doctoral degree in Agriculture, Mathematics, Engineering, Science, Business, Economics or a related field of study.
- 3 full years of progressively higher level graduate education leading to such a degree
or
- LL.M., if related.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Grading and certification principles, and a broad knowledge of applicable regulations, standards, and marketing orders.
- Applying inspection procedures in order to conduct comprehensive reviews of policies and procedures, particularly in fresh and processed fruit and vegetable and edible nut grading programs.
- Training principles and practices, on-the-job, formal classroom instruction and adult learning.
- Maintaining awareness of program changes and ability to develop new initiatives within the programs.
- Obtaining data, resolving controversies and providing technical guidance to members of the Division.
- Analyzing procedures and instructions to determine field personnel training needs.
- Performing systematic reviews of training documentation; and evaluate an individual effectiveness in delivering proper inspection/grading and/or auditing procedures.
