ADDITIONAL INFORMATION: Research Technology Protection Division Chief The Research Technology Protection (RTP) Division Chief oversees the NGA RTP program, which provides tailored program security analysis, technology risk assessment and analysis, and program and technology protection guidance to NGA Research leadership and the RTP team. This position supervises agency policy development relevant to protecting NGA R&D program information and technology from internal and external threats, data analysis supporting the RTP mission and resulting intelligence-related products and methods, overall risk management with regard to NGA Research and its performers, and information security guidance and assessments of classified and controlled unclassified information GEOINT campaigns and program tools development across the NGA enterprise. Duties: * Coordinate with other NGA directorates (program management, contract and grant management, information technology, security, finance, intelligence, etc.) as necessary in order to integrate RTP activities into enterprise business processes to minimize the overall risk to NGA Research programs. * Engage with leaders across industry, academia, and the interagency in order to represent NGA interests and align NGA RTP activities with national priorities. * Oversee NGA policy actions to promote effective RTP activities, protect NGA Research program information, and counter foreign influence campaigns detrimental to NGA Research goals and U.S. technological advantage. * Recommend comprehensive risk methodologies and effective risk mitigation strategies for use across the NGA Research enterprise to the Director, NGA Research. * Supervise senior personnel responsible for implementation of the NGA RTP program. * Manage overall risk to NGA Research programs based on a comprehensive picture of threats and vulnerabilities to NGA R&D information throughout the program lifecycle. * Serve as liaison to the NGA Office of Security, NGA Office of International Affairs and other NGA, IC and DoD Security Offices. * Review security risk assessments for research efforts and evaluates proposed risk mitigation options related to the protection of NGA Research program information, personnel, and technology. * Integrate RTP education, training, and awareness into NGA Research training programs and requirements. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1. Demonstrated experience developing security classification guides (SCGs) and controlled unclassified information (CUI) guides for Research programs (such as creating sub-compartments and/or identification of export-controlled information) 2. Demonstrated experience developing National Interest Determinations (NID) for industry performers supporting research and/or coordinating approval through DCSA. 3. Demonstrated experience as a subject matter expert (SME) on at least four of the following seven: research security, information security, Special Access Programs (SAP), program management, policy development and analysis, industrial security, and cyber security supporting customers. 4. Demonstrated experience with critical program information surveys (such as identifying CPI and/or determining the appropriate level of protection for each element of information for proposed research projects) EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Engineering, Optics, Mathematics, Physics, Biology, Chemistry, Geology, Earth Science, Computer Science, Data Science, Multi-Media, Social Sciences or in a related discipline that included 24 semester hours in those fields or Artificial Intelligence/Machine Learning, Cybersecurity, Geographic Information Systems, Remote Sensing, Data Analysis/Visualization, Math, or Computer Science. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 5 years professional experience in any of the areas listed above or one or more of the following fields: Intelligence; DoD Intelligence Surveillance and Reconnaissance, remote sensing, field/laboratory experimentation, laboratory infrastructure/IT or technical writing that demonstrates the ability to successfully perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Four year STEM degree desired 2. Certifications such as PMP, SAPPC, SPSC, CISSP, GPEN, GISP, GSEC, and MSCE. 3. Demonstrated experience as an Accreditation Official (AO), reviewing security control assessments and security verification activities on both large and small information technology (IT) systems and/or web-based applications across the IC or DoD under DCID 6/3 or the Risk Management Framework. 4. Familiarity with CFIUS reviews. 5. Familiarity with the National Counterintelligence and Security Center (NCSC) and National Cyber Investigative Joint Task Force (NCIJTF).
