ADDITIONAL INFORMATION: The Information Security Specialist (ISS) oversees the technical application responsible to the National System for Geospatial Intelligence (NSG) for the implementation, administration, and execution of the TALENT KEYHOLE (TK) Control System. Protects the Geospatial Intelligence Controlled Access Programs (GEOCAPs) within the control system throughout a tightly controlled environment with access based on a strict need-to-know basis. The ISS is responsible for protecting our most sensitive GEOINT sources, methods, and tradecraft by exercising security functional management and leadership within the NSG for the application and use of GEOCAPs. Additionally, the ISS develops policy and procedures for TK and GEOCAPs, establishes/dis-establishes compartmented/subcompartmented programs, identifies Critical Program Information (CPI), cradle to grave security, development of Security Classification Guides, conducts annual staff assistance visits to NSG member locations, hosts the Annual GEOCAP Round Table with NSG/IC representatives, and provides annual reports to Controlled Access Program Management Division under the Director of National Intelligence. Duties: The ISS duties include integrating DoD Special Access Programs (SAP) within NGA's TK Controlled Access Programs, both of which are under the D/NGA's Functional Management Authorities. The PB4 Non-supervisor Technical ISS SME will be responsible for managing attendance/membership to NGA Senior Level meetings/working groups; increased decision authority for CAPs/SAPs; acting in the TK Security Officer absence for all GEOCAP decisions; increasing participation in external Agency program working groups which make agency level program decisions; implementing major program system integration between GEOCAPs and SAPS (9 programs today, 17 more coming); providing expertise to establish additional protection and approvals that require advanced program security skills (mandated by the White House); conducting Congressional and ODNI reporting requirements; creating NSG-related program policy and overseas program training and taskings. You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Experience developing and implementing security policies and procedures for the protection of Compartmented Access Programs (CAP) and/or Special Access Programs (SAP). 2. Experience providing customer service through interpersonal skills to apply techniques and methods with information security. 3. Demonstrated proficiency in program development, management, and execution. 4. Experience performing security assessments in identifying vulnerability mitigation/risk analysis through security site surveys and investigations. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in applying security concepts, principles, and practices to review, analyze and resolve problems, develop guidance, and advise customers, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience applying security concepts, principles, and practices to review, analyze and resolve problems, develop guidance, and advise customers, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Must obtain DoD Security Fundamentals Professional Certification (SFPC) within 24 months.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. 4-year degree from an accredited college or university. 2. Security Fundamentals Professional Certifications (SFPC) or Adjunct Training Certification. 3. Experience utilizing critical thinking techniques, employing change management principles, facilitating training to small groups and management of security help desk/support center resources. 4. Demonstrated proficiency developing formal written communications and reports. 5. Possess a broad knowledge of CAP/SAP access procedures, protection, and disseminating functions.
