Summary

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Security Officer (OCSO), Physical Security Division as a Physical Security Specialist. The incumbent is responsible for the prevention of unauthorized access, use, theft, or disclosure of classified national security information by implementing security best practices, policies and procedures and other physical security programs for all EOP personnel and facilities.

Responsibilities

As a Physical Security Specialist, GS-0080-9/11/12/13, your typical work assignments may include the following under supervision:
  • Supports the day-to-day administration of the physical security management program for the protection of classified or sensitive information, facilities, installations, or other sensitive materials, resources, and processes against internal and external physical security threats and vulnerabilities.
  • Serves as expert for developing physical security procedures and designs, as well as developing, evaluating, and installing security systems and devices to ensure that sensitive or classified information, equipment, and other materials or resources are not compromised, stolen, misused, or subjected to acts of willful interference.
  • Conducts comprehensive physical security surveys and analyses of operational functions to determine what information and resources need to be protected and to identify and assess the degrees of vulnerabilities.
  • Conducts onsite physical security inspections of facilities to access the effectiveness of existing security practices, document deficiencies, and develop recommendations for modification.
  • Performs operational control and assessments of the Sensitive Compartmented Information Facilities (SCIF), prepares fixed facility checklists for SCIF accreditation packages while working in concert with the Central Intelligence Agency (CIA).

Qualifications

Minimum Qualification Requirements: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management (OPM) Qualification Standards. All qualifications must be met by the closing date of this announcement.

Time-In-Grade Requirements: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

Specialized Experience: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

In order to qualify at the GS-09 grade level, applicants must meet one of the criteria listed below:
A. Applicant must possess one full year of specialized experience at or equivalent to the GS-07 level or pay band in Federal service or equivalent experience in the private or public sector: supporting the day-to-day administration of the physical security management programs for the protection of classified or sensitive information, facilities, installations, or other sensitive materials, resources, and processes against internal and external physical security threats and vulnerabilities; applying physical security policies for the federal government (i.e. 32 CFR Parts 2001 and 2003, ICD 705, NIST 800-79-2) providing the necessary level of protection against compromise of classified and/or sensitive information; performing operational control and assessments of the Sensitive Compartmented Information Facilities (SCIF); independently evaluating the overall effectiveness of security programs and institute changes to improve operations in compliance with applicable federal rules and regulations; and takes the appropriate actions to monitor and correct any deficiencies in the protection of classified and/or sensitive information. -OR-

B. Applicant possess a master's or equivalent graduate degree from an accredited college or university; or two full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree that is related to the position being filled. Note: College transcripts must be included in your application package, if you are qualifying based on your education. -OR-

C. Applicant possess a combination of education and experience as described in the above statement that equates to one full year of experience.

In order to qualify at the GS-11 grade level, applicants must meet one of the criteria listed below:
A. Applicant must possess one full year of specialized experience at or equivalent to the GS-09 level or pay band in Federal service or equivalent experience in the private or public sector: supporting the day-to-day administration of the physical security management programs for the protection of classified or sensitive information, facilities, installations, or other sensitive materials, resources, and processes against internal and external physical security threats and vulnerabilities; applying physical security policies for the federal government (i.e. 32 CFR Parts 2001 and 2003, ICD 705, NIST 800-79-2) providing the necessary level of protection against compromise of classified and/or sensitive information; performing operational control and assessments of the Sensitive Compartmented Information Facilities (SCIF); independently evaluating the overall effectiveness of security programs and institute changes to improve operations in compliance with applicable federal rules and regulations; and takes the appropriate actions to monitor and correct any deficiencies in the protection of classified and/or sensitive information. -OR-

B. I possess a Ph.D. or equivalent doctoral degree; or have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or have obtained a LL.M. degree that is related to the position being filled. C. Applicant possess a combination of education and experience as described in the above statement that equates to one full year of experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
