Responsibilities

NRO is accepting applications from both Federal government employees and U.S. Citizens for this position.

As a IT SPECIALIST (ENTARCH) you will be responsible for the following duties:
  • Participates in project teams in advanced information systems technology efforts.
  • Analyzes and evaluates work concerned with integrated systems of lT equipment and applications
  • Supports the development of integrated agency-wide transition strategies, plans, and actions plans to ensure that key DoD and agency standards are implemented in support of agreed upon DoD information architectures.
  • Formulates and conducts study projects to recommend solutions to architecture and systems engineering requirements.
  • Supports the management of IT systems security.
  • Works together with a variety of experts to implement standard operating procedures, software, and controls to ensure appropriate levels of security.
  • Provides management officials and operating personnel technical advice on current technology and policy and its impact on current and long-range programs
  • Receives and analyzes new technology support requirements, supports the development of information system techniques, aids in establishing criteria, and makes recommendations when procedures/guidelines do not exist for IT and automation resources/ requirements, e.g., impacting information technology systems; implementation, operations, expansion, consolidations, and continuing life-cycle management.
  • Supports the implementation of Department of Defense and NRO-level guidance for major information systems programs.
DCIPS Term Appointments (DTAs) may be made noncompetitively from any source for an initial period of at least 1 year and 1 day, but not more than 5 years. These appointment must have a pre-determined end date and may be extended after the initial period in up to 1-year increments for up to a total of 5 years. Employees will potentially non-competitively convert to a permanent Appointment. Change effective 1 April 2020 referring to language addressing length in Term positions from DoD 1400.25 Volume, 2005.

Qualifications

This position is a Full Performance Level DCIPS position. DCIPS Full Performance Level positions include GS/GG-13. The NRO is accepting applications from both GS/GG-13 Federal Government employees and Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step.

This position has a Basic Requirement for the 2210 series: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

    Specialized experience required for this position is:
    • Understanding of an organizations mission, objectives, terminology, and management practices to recognize probable areas of interaction and overlap between proposed applications and existing systems;
    • Skilled in briefing and communicating technical problems, solutions and proposed recommendations for improvement;
    • Applies technical knowledge to highly complex projects and adopting innovative methods and approaches to generate solutions to technical software process problems;
    • Provides technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues;
    • Maintain and applies a broad understanding of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments;
    • Ability to design, develop, and manage systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture to manage assigned projects. (Experience must be reflected in resume)
