Responsibilities

1). Manages, negotiates, analyzes, and executes the support agreements for the University.
2). Analyzes details of the support required on proposals for new support agreements and associated costs against the interest of the university's goals and objectives, and applicable policies and regulations.
3). Coordinates draft agreements with functional activities to ensure all agreements include all support services required by customer/university activities.
4). Provides technical guidance in the determination of costs for support to be rendered; assesses the control over programming resources required for payment of support to be received; monitors funds control; and the collection of statistical and trend data necessary for development of reimbursable costs.
5). Remains current on Government Purchased Card (GPC) policies and procedures issued by Office of Management and Budget and the contracting authority (CA) that provides acquisition support for the GPC program.
6). Evaluates organizational requests to establish GPC accounts; scrutinizes financial exposure and acquisition alternatives before forwarding a recommendation to approve or disapprove the request.
7). Participates in reviews and monitors corrective actions taken to address deficiencies identified during the annual assessments and by the CA during their annual-review of each account.

Qualifications

Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for (1) analyzing and evaluating the effectiveness of program operations; (2) understanding of financial management functions and the fundamentals of acquisition policies and procedures; AND (3) conducting monthly, quarterly, and semiannual program reviews and audits in compliance with applicable financial regulations to improve the efficiency of administrative support or program operations.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
