This position is located in the Federal Mine Safety and Health Review Commission (FMSHRC), Office of the Executive Director. The incumbent serves as one of the Administrative Support Specialist and reports directly to the Executive Director or his/her designee. The position assists the Executive Director or his/her designee with administrative support services in the following areas: personnel management, procurement, accounting and budget, property management/inventory and telecommunications.

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

-Participate in the planning and execution of a variety of management analyses and studies related to program administrative and support operations and resources throughout the office.

-Assist in collecting and analyzing data to draw conclusions and develop and implement recommendations for further review.

-Participate in the preparation of all periodic reports on procurement adhering to applicable Federal Acquisition Regulations (FAR) procurement guidelines.

-Assist in the continuing search and review for less expensive suitable goods, services, and equipment. Actively participates in a wide variety of approved purchases and maintains an inventory of all items procured.

-Serves as one of the Commission's Contracting Officer Representatives (COR) on a variety of Commission contracts and inter-agency agreements.

-Examine invoices and certify for accuracy prior to payment.

-Serve as one of the Commission's budget examiners and/or approving officials for travel authorizations. Ensures all authorizations and vouchers are approved in an electronic travel system.

-Assist in serving as one of the Commission's program coordinators in regards to the government purchase and travel card program and monitor transactions.

-Serve as one of the Commission's Property Disposal Officers, responsible for the proper inspection of all excess non-expendable property.

-Assist in updating Commission property asset records in an electronic database and ensures all excess/surplus furniture is removed.

-Assist in serving as one of the Designated Agency Representatives (DARs) and liaise with other agencies or vendors on all telecommunication related matters.

-Serves as a Master-Timekeeper for the agency and assist in addressing all leave related inquiries.

Specialized Experience for the GS-09:For the GS-09, you must have one year specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level that is directly related to the position and has equipped the candidate with the particular knowledge, skills, and abilities to perform the duties of the position. Specialized experience for this position is:

- Overseeing and coordinating an offices administrative programs and policies;

You may qualify with a Master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR a LL.B or J.D, in a field related to this position;

You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience.
Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Options for qualifying based on a combination will be identified in the online questions.

Specialized Experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience is:
Serving as office manager, supporting staff entry/exit provisioning, coordinating an offices administrative programs and policies etc.


You may qualify with education as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
