These positions are located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Asset Logistics Division (ALD), Logistics Supply Support Branch (LSSB), Enterprise Software & Hardware Acquisition Section (SHA) in Alexandria, VA.

Responsibilities

You will serve as an Information Technology Cybersecurity Specialist (CUSTSPT/INFOSEC) and be responsible for managing a package of support functions required to determine software/hardware requirements, develop procurement strategies, schedules, and packages, and ensure software and hardware are registered/tracked in the CG's System of Record.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include what is listed in "Duties" above along with the additional taskings detailed below:
  • Provide input to implementation plans and standard operating procedures
  • Provide ongoing optimization and problem-solving support
  • Review section performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up
  • Gather feedback on customer satisfaction and internal service performance to foster continual improvement

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following:
  • Assist and contribute on teams to procure new hardware and software, associated maintenance renewals, software assurance and/or extended support. Procurement will be based upon C5ISC-ISD guidance, direction and prioritization; sponsor-provided funding; and approved additions to the enterprise hardware or software lists
  • Ensure acquisitions will be in alignment with CG-9141 Procurement Action Lead Time (PALT) and Procurement Planning Conference (PC) timelines
  • Create and maintain procurement and asset information records for all SHA-procured hardware and software in the enterprise Software Asset Management (SAM) repository; provide procurement subject matter expertise/assistance, as needed, to supported Product Lines and Shared Services Divisions in execution of hardware and software procurements that fall outside of SHA's purchasing scope
  • Interface, as needed, with other C5ISC hardware and software procurement agents to harmonize processes and develop collaborative approaches to procurement execution; respond to data calls regarding the quantities, versions, etc. of hardware or software within the enterprise; will ensure timely and accurate completion and delivery of associated data; will provide recommendations regarding process improvements and opportunities for hardware and software procurement consolidation across C5ISC - to include associated resource impacts and potential needs
  • Serve as Contracting Officer's Representative (COR) for assigned software and hardware contracts/task orders/calls, and will ensure timely completion of all associated annual skills currency and Ethics training required to maintain COR certification
  • Serve as a member of the Software Asset Management (SAM) Program IPT, will contribute knowledge and expertise to assist in the design, development and implementation of management rules, processes, policies and procedures governing enterprise SAM across C5ISC
  • Assist with other C5ISC IT and asset management related projects as assigned

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    • Adept at researching and developing innovative approaches to reduce supply chain risk
    • Skilled at conducting and implementing market research to understand government and industry capabilities and appropriate pricing
    • Skillset that includes development of procurement packages based on validated requirements. Will include: Packaging and marking requirements, product delivery schedules, and collaborating with applicable storage and receiving sections that will house the material
    • Ability to document/update workflows associated with procurement, receipt, stowage, issue, shipping to customer, inventory/property management and accountability, queue management, and disposal of Hardware
    • Ability to develop and document new processes using desk/process guides, OLAs, etc. Provide recommendations to continually improve current internal processes and document those procedures (PPT guides/training material)
