Summary

The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research, develop, prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address, near-term, and mid-term threats. The RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields.

Responsibilities

  • Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
  • Based on analysis and evaluation of current programs schedule, budget, and performance objectives develops a comprehensive time-phased and budgeted program designed to meet mission requirements.
  • Determines needed capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters.
  • Defends systems decision papers or other decision documents at each milestone or IPR in the life cycle of the project.
  • Identifies training needs, find ways to improve production and promote team building, recommends awards, and develops performance standards.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal Service that includes the ability to: (1) Demonstrates experience in Acquisition Life Cycle Management. (2) Provide overall direction for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million dollar annual budget. (3) Apply a high degree of managerial and technical knowledge as well as a thorough knowledge of functional activities and the defense acquisition process required for effective management of assigned programs. (4) Identify training needs, find ways to improve production and promote team building, recommends awards, and develops performance standards. (5) Develop a comprehensive time-phased and budgeted program designed to meet mission requirements based on analysis and evaluation of current programs schedule, budget, and performance objectives.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or (GS-13) equivalent.

  • Acquisition Corps membership is required prior to appointment to a CAP unless a waiver is granted.
  • All candidates who meet the basic qualification requirements will be considered. Subject to proof of membership, Acquisition Corps members from other services will be accepted by Army without additional review.
  • Selectees must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
