This position is located in the Office of Administrative Litigation (OAL). As the Commission's trial staff, OAL seeks to assist jurisdictional entities, mainly electric utilities, natural gas pipelines and petroleum products pipelines, to resolve without litigation disputes regarding rates, terms, and conditions of service and related issues. Where such resolutions are not possible, OAL develops positions, sponsors witnesses and becomes a trial advocate in defense of the public interest to help assure just and reasonable rates, to promote competitive markets and to obtain other results consistent with Commission policy. OAL seeks to settle or litigate cases in a timely, efficient, and equitable manner.

At time of application, applicant must submit proof of current enrollment in a degree-seeking program. If selected, applicant must provide proof of continuing education through either the Summer or Fall 2019 semesters. To meet the definition of a student, applicants must be enrolled at least half-time in a degree-seeking program.

These positions are temporary, they may be converted to a full time, career-conditional position. Any conversions to full time or career-conditional status is neither implied nor guaranteed.
  • Conduct legal research for authorities and precedent cases on specific points of law.
  • Draft legal memoranda, pleadings, and portions of briefs.
  • Analyze electric, natural gas and oil transportation rate and service issues.
  • Assist with preparation for settlement conferences and liigated proceedings.

Qualifications

Candidates must have one full year of general experience at the lower grade level or equivalent education. General experience is described as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.

Education Requirement:

For the GS-09 position, you must be enrolled in an accredited law degree program and have completed at least two years of coursework in that program prior to appointment.

At time of appointment candidates must meet the qualification requirements.
