Responsibilities

You will serve as an Information Technology Cybersecurity Specialist (INFOSEC) responsible for overseeing the development of the administrative functions of the Sea Commander system, ensuring that user accounts are properly maintained and configured to meet cybersecurity requirements. You will be responsible for developing all information assurance packages to maintain the system's Authority-to-Operate. In addition, you will work with Sea Commander system active duty, civilian, contractors, and various higher level Coast Guard and other government agencies to provide these services for the C2 system onboard the National Security Cutters (NSC). You will be expected to have broad knowledge of the Sea Commander system and how the system fits into the NSC mission since the focus will be on information assurance (IA) of the NSCs as they transfer development authority from CG-9335 (Acquisitions) to C5ISC-C2PL-C2B for sustainment support.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Work closely with the ESD on Sea Commander Development once it transitions to C5ISC
  • Serve as the lead cybersecurity and information assurance provider for the Sea Commander system onboard all NSCs
  • Interface with the C5ISC Business Operations Division (BOD) and Engineering Support Detachment (ESD) to ensure IA compliance
  • Interface with the NSC prime contractor and other stakeholders with regard to development plans and to handle issues as they arise
  • Collect and maintain data needed to meet system cybersecurity reporting
  • Ensure that security improvement actions are evaluated, validated, and implemented as required
  • Monitor and evaluate the effectiveness of the enterprise's cybersecurity safeguards to ensure that they provide the intended level of protection
  • Participate in an information security risk assessment during the Security Assessment and Authorization process
  • Provide system-related input on cybersecurity requirements to be included in statements of work and other appropriate procurement documents

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following: assisting senior team members with cybersecurity and information assurance (IA) related projects; researching guidelines and ensuring IA compliance; researching and maintaining a working knowledge of IA and cybersecurity practices; assisting with tracking projects and ensuring deadlines are met; developing technical and project management information presentation materials for internal and external persons; serving as part of an integrated product team; and interacting with other cybersecurity and information assurance personnel to meet system and user requirements.

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience includes the following: serving as a lead for cybersecurity and information assurance (IA) related projects; researching guidelines and ensuring IA compliance; maintaining a working knowledge of IA and cybersecurity practices; managing and tracking projects; presenting technical and project management information to internal and external persons; serving as part of an integrated product team; and interacting with other cybersecurity and information assurance personnel to meet system and user requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

    • Knowledge of (1) the substantive nature of Coast Guard programs and activities, missions, policies and objectives, (2) management principles and processes, and (3) the analytical and evaluative methods for assessing program execution and improving organizational effectiveness and efficiency
