Summary

This position is located within the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Security Officer (OS), Personnel Security Division (PSD). The incumbent will serve as a Personnel Security Specialist, performing duties associated with analysis of personnel security information to make suitability, eligibility, and adjudication recommendations or determinations.

Responsibilities

As a Personnel Security Specialist, GS-0080-11/12, your typical work assignments may include the following:
  • Analysis - Review systems, databases, responses to security questionnaires, reports of investigation (ROI), law enforcement documents, incident reports, and other source security information that contain personal history and related information associated with a candidate to make suitability, eligibility and adjudication recommendations or determinations. Make fair and unbiased recommendations and decisions.
  • Compliance - Knowledge or awareness and adherence to government policies or regulations governing security suitability and eligibility, such as Federal Investigative Standards (FIS), Executive Orders (E.O.) 12968, 13526, and Code of Federal Regulations 5 CFR 731 (Suitability), Intelligence Community Directive (ICD) 704, or other guidelines to make suitability, eligibility and adjudication determinations.
  • Customer Support - Request additional information or documentation as needed to support data analysis. Provide timely responses to inquiries regarding personnel security processes, status of background investigations, verification of clearance levels and self reported security information.
  • Communication - Strong verbal and written communication skills across all mediums and levels of the organization to deliver clear and concise personal security data, related sensitive information, and security requirements in a professional and effective manner.
  • Data Integrity - Accurately evaluate, enter, and update data into relevant internal and external systems and databases with strong attention to detail.
  • Organization - Strong organizational skills and ability to effectively multitask and manage multiple cases, requests, and responsibilities.

Qualifications

Minimum Qualification Requirements:
All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management (OPM) Qualification Standards. All qualifications must be met by the closing date of this announcement.

Time-In-Grade-Requirements:
Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

In order to qualify at the GS-11 level, applicants must meet one of the criteria listed below:
A) Applicant must possess one full year of specialized experience at the GS-09 grade level or pay band in Federal service or equivalent experience in private or public sector: advising management on personnel security policies and reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues. -OR-

B) Applicant possess a Ph.D. or equivalent doctoral degree; or have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; or have obtained a LL.M. degree that is related to the position being filled. C) Applicant possess a combination of education and experience as described in the above statement that equates to one full year of experience. NOTE: College transcripts must be included in your application package, if you are qualifying based on your education.

In order to qualify at the GS-12 level, applicants must meet the specialized experience listed below:
Applicant must possess one full year of specialized experience at the GS-11 grade level or pay band in Federal service or equivalent experience in private or public sector: advising management on personnel security policies and reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Substitute: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time education is considered 18 semester hours.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
