Summary

This position is located in the U.S. Department of Education, Strategic Acquisition Management Initiatives Division , within the Office of Finance and Operations. The incumbent of this position serves as an expert in the area of Federal Procurement policy and acquisition management, performing assignments that cut cross and impact all ED procurement operations, and may affect outside procurement activities as well.

As a Procurement Analyst, GS-1102-13, you will be responsible for:
• Develops and implements procurement-related policies, procedures and regulations.
• Evaluates audit reports, regulations and data in order to develop and implement precedent-setting agency guides, procedures or programs.
• Communicate and present recommendations to upper management, obtain compliance from contracting activities and principal office warrant holders.
• Write clearly and concisely to develop and publish agency regulations and express related, complex ideas in easily understood language.

Qualifications

Basic Requirements for GS-13

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

AND

Specialized Experience GS-13:

In addition to meeting the Basic Requirement for the 1102-13, you must meet the following:

One year of experience equivalent to the GS-12 performing all three (3) of the following duties or work assignments:
  • Experience in analyzing and measuring the effectiveness and efficiency of various acquisition initiatives.
  • Experience in developing policies and procedures associated with the acquisition lifecycle.
  • Experience in providing training and tools to enhance the acquisition lifecycle to the acquisition workforce.

  • FAC-C LEVEL CERTIFICATION

    FAC-C Level 3 or equivalent is preferred for this position. Certification level of FAC-C Level 2 or equivalent is required. ***Your certification documenting your current certification level must be attached to the application package to receive consideration for this position.***

    Knowledge, Skills, and Abilities (KSAs )

    The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
  • Knowledge of Government contracting laws and policies including techniques of contracting operations and contracting requirements.
  • Skill in evaluating audit reports, regulations, procurement data, and other relevant material as a basis for developing and implementing Departmental guides or procedures.
  • Skill in oral communications, including tact and diplomacy, to present sensitive recommendations to higher authorities, obtain compliance from contracting activities and principal office warrant holders, and to represent the Department to internal and external customers and task forces.
  • Skill in written communication to develop and publish regulations and other material to write in a clear and concise manner and to express complex ideas that are easily understood by a wide audience.
