SAIC is seeking an Systems Engineer-Hyperonics Technology Innovation Base Assessmentto join our teamof qualified, diverse, and highly motivated individuals supporting the Officeof the Under Secretary of Defense, Researchand Engineering (OUSD(R&E)). Thequalified candidate will provide extensive research, technical assessments, andpolicy recommendations, on existing and emerging technologies critical to theUnited States maintainingsuperior military capabilities. Work will be performed primarily at thePentagon, the Mark Center in Alexandria, VA, and local company offices,supporting DoD, Research and Engineering (OUSD(R&E)), Department ofCommerce (DoC), Department of State (DoS), and other Agencies. Travel will be required, less than 15% of thetime, predominantly within the continental United States.Primary responsibilitiesinclude:Provide technical supportfor the Director of Technology & Manufacturing Industrial Base (TMIB)responsible for conducting assessments of United States technical, development,manufacturing, and supply-chain ecosystems, and for creating strategies andinvestment plans to maintain United States military and technologicalsuperiorityCoordinate acrossrelevant DoD and extended communities, providing support to the PrincipalDirector (PD) for Hypersonics to inform strategic roadmap(s) and associatedindustrial base activitiesCreate and maintainan enduring set of deliverables and assessments required to field capabilities,addressing near-, mid-, and long-term technology development, industrial andinnovation base production, critical DoD technology needs, increasedopportunity for non-traditional supplier partnerships, and supply chain illuminationFacilitateassessments at the confluence of technology concerns, business concerns,foreign involvement, and the effects of that involvement on DoD modernizationpriorities, warfighting capabilities, technology advantage, and associatedRDT&E investmentsIdentify activitiesand initiatives on the part of the DoD, its industry partners, and the extendedglobal technology base to improve DoDs abilities to develop, build, and fieldthe system and mission capabilities it needs to retain military advantage andsupport US interestsProviderecommendations to mitigate foreign ownership, control, influence, cyberpenetration, and other exploitation threats to the US technology andmanufacturing industrial base; protect and promote the industrial base through casereviews related to Committee on Foreign Investment in the United States(CFIUS), International Traffic in Arms Regulations (ITAR), and other relatedexport control activitiesQualifications Education & ExperienceBachelors degree in engineeringdiscipline or related science, technology, engineering, and math (STEM) field and nine (9) years of experience7-14 years of relatedexperience; 3 years with Hypersonics technologiesKnowledge of the DoDacquisition processes, policies, and guidance Excellent written andverbal communication skillsExcellent customerservice skills, with an advanced understanding of customer relationshipbuildingProficient in MSWord, PowerPoint, and Excel ClearanceActive Top Secret clearance with SCI eligibilityDesiredQualifications:Masters degree in engineeringdiscipline or related science, technology, engineering, and math (STEM) field and seven (7) years experienceKnowledge of Officeof the Secretary of Defense (OSD) organizational structures, functions, andcommunication protocolsKnowledge of the Committee on Foreign Investment in the United States(CFIUS), OUSD(R&E), OUSD(A&S)/Industrial Policy, DefenseTechnology Security Administration (DTSA), export controls, intelligence,counterintelligence and law enforcement organizations, interagency partnerslike DoC and DoS, and relevant policies, procedures, tools, and supportservicesSAIC is a premier technology integrator solving our nation's modernization and readiness challenges.
