Responsibilities

The Office of Structured Disclosure (OSD) leads the design and implementation of technological processes and tools to support the increasing structured data needs of investors and the Commission, including the design, creation, review, implementation, and maintenance of taxonomies, forms and processes designed to capture structured data from SEC registrants through their filings and postings as required by the Commission. This includes support of rulemaking processes and technology required for the Commission to accept and access and for investors to view and access structured disclosures within filings. OSD also performs structured data quality assessments and provides guidance and observations to market participants.

Typical Duties Include:
  • Exercising the full range of supervisory and personnel management responsibilities pertinent to work performed by subordinate staff, assuring the fulfillment of quality work products to meet changing requirements and contingencies as they develop.
  • Providing direction for and oversight of the Division's activities related to the Commission's selection and implementation of regulatory disclosure technologies and ongoing monitoring and education related to filer practices.
  • Working closely with financial economists, legal policy experts, and information technologists on current and future rulemaking activities to help ensure that contemplated forms and filings collect information in a format and manner that facilitates its accessibility and usability by financial market participants.
  • Analyzing the effectiveness of current structured data disclosure technologies, assessing filer compliance with structured data regulation, developing and releasing reports on relevant findings, and collaborating with other Offices and Divisions through programs and initiatives that educate and collect feedback from market participants on ways to improve financial disclosures.
  • Participating in meetings and conferences where critical development and evaluation of disclosure practices, technologies, and financial reporting taxonomies are discussed and agency positions developed.
  • Engaging in outreach to market participants, other Divisions and Offices, filers, investor groups, congressional staff, and other regulatory agencies regarding current and future structured disclosure practices, technologies and analytics.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-14 or SK-15 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 or SK-15 grade level. Specialized experience includes all of the following:
  • P erforming analysis of disclosures required by the Investment Company Act Of 1940, the Investment Advisers Act of 1940, the Securities Act of 1933 or the Securities Exchange Act of 1934 (e.g. such as performing analyses related to financial regulation, enforcement actions or risk assessment activities);
  • Identifying and addressing complex policy issues related to the use and application of structured data, including in rulemakings or equivalent; and
  • Managing information technology projects and processes .
