Summary

As an IT Management (CUSTSPT) in the Office of Management Information Systems (OMIS), you will perform work developing new methods, approaches and procedures in delivering and supporting IT systems and services; as well as conducting analyses and recommending resolution to complex issues affecting IT services; and evaluating and recommending new or enhanced approaches to delivering IT services.

Responsibilities

  • Provides support for problem solving, integrating and managing functional operations of multiple computer systems, software packages, networks and applications programs, optimizing utilization of computer resources, and adapting system operations.
  • Oversees implementation of new desktop system hardware and software and ongoing operations of a complex desktop environment with a large number of users.
  • Troubleshoots and resolves network problems and initiates corrective action with vendor representatives .
  • Ensures the rigorous application of information security/assurance policies, principles and practices in accomplishing the customer support functions of the Foreign Service Institute.
  • Analyzes, evaluates, and develops complex technical specifications and other procurement documentation including economic analyses (EA) to support the acquisition of hardware/software/communications associated with automation projects.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

Applicants applying for the GS-12 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
  • Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
  • Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
  • Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

  • AND

    Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:
    • Experience installing, configuring, upgrading and troubleshoot hardware and software components.
    • Experience providing operational support through user request tracking and logging, in a help desk setting.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-12 position.

    Applicants applying for the GS-13 grade level must meet the following requirements:

    • Experience in problem isolation and troubleshooting, system and file recovery, network configurations.
    • Experience in studying user problems to resolve and minimize user downtime.
    • Experience providing operational support through user request tracking and logging, in a help desk setting.
    • Experience managing a help desk by supporting customer desktop systems (software, hardware and documentation) by providing advice, support and training; and developing and monitoring customer service standards.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    Qualified candidates are assigned a score between 70 and 100.
