Summary

This is a bargaining unit position.
This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Office of Veterans Business Development in Washington, D.C. The Program Analyst will perform budget formulation. Gather, extract, review, and consolidate a variety of narrative information and statistical data. Analyze and evaluate continual changes in program plans and funding to determine its effect on financial and budget milestones.

Responsibilities

  • Advises the AA and DAA on OVBD budget activities. Coordinates all aspects of the formulation, justification, presentation, execution and review of the budget for assigned programs.
  • Collects, processes and analysis data from program managers to prepare briefings and products to inform resource and interagency partners.
  • Performs a variety of administrative, technical and analytical duties during all phases of the planning, programming and budgeting process.
  • Translates programmatic requirements determined by program managers into specific project plans. Provides guidance and recommendations to allow senior levels to make reprogramming decisions early enough to facilitate optimum use of funds.
  • Performs other duties as assigned.

Qualifications

GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector that includes:
  • Formulating and executing an organizational budget to analyze conflicting budgetary information and resolve problems; and
  • Analyzing financial data and budget reports to develop organization resource allocations and budget submissions; and
  • Preparing statistical and financial reports; and
  • Preparing execution updates to present to leadership and program counterparts using a variety of software including Microsoft Excel and PowerPoint; and
  • Providing guidance on legal and regulatory aspects on the use of funds for program and administrative purposes. These qualifications must be clearly referenced in your resume.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
