Summary

The incumbent in this position serves as a senior contract specialist. This responsibility includes activities in the pre-award and post-award phases of acquisitions of various types, including supplies, architect and engineering services, and construction. The work assignments include complex contract actions.

Responsibilities

The incumbent will:
  • Provide senior level support for pre-award and post-award functions.
  • Manages the pre-award and post-award phases of acquisitions of various types, including, supplies, architect and engineering services, and construction.
  • Knowledge of cost accounting standards and monitors payment arrangements.
  • Applies knowledge of business and industrial practices, market trends, and conditions, factors behind costs, and concepts dealing with life cycle costing and current value of money techniques.
  • Serves as a procurement advisor to the Department Head.
  • Writes documents that are prepared a wide range of readers, including high level management.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-1102-13/14.

GS-13 Specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 grade level in the Federal service, as a contract specialist, specifically involving both architecture and engineering services.

GS-14 Specialized experience is at least one year of experience, equivalent in responsibility to the GS-13 grade level in the Federal service, as a contract specialist, specifically involving both architecture and engineering services.

  • Other Relevant Eligibility Criteria : 1) Candidates must have completed a four-year course of study leading to a Bachelor's degree, which included or was supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2) Candidates must held a Contracting officer's Warrant and achieved a Level 1 Certification.

    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures.

    CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
