Summary

The position is located in the Procurement and Property Branch, Administration Office. The incumbent serves as the United States Trustee Program Office Contract Specialist within the Procurement and Property Branch in the Office of Administration.

Responsibilities

The duties and responsibilities for a 1102 Contract Specialist generally include, but are not limited to, the following:
  • The incumbent assists the requiring activities by serving as a member of acquisition planning teams.
  • The incumbent will ensure that specifications and statements of work are prepared in a manner which adequately describes the Government's requirements without restricting competition.
  • The incumbent performs a complete review of recommended sole-source requirements and conducts necessary market analyses to test the noncompetitive assumptions of requisitions.
  • The incumbent is solely responsible for selecting the appropriate method of procurement i.e. simplified acquisition procedures, sealed-bidding, negotiations.
  • The incumbent conducts post-award conferences with Contractor and Government personnel to provide information and to clarify standard and special contractual provisions of the contract.
  • The incumbent performs cost/price analysis on change order proposals and analysis of delivery requirements.
The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Organizations may also add 'other duties as assigned' once you are hired, based on what is included and allowed by the position description.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications

To qualify for the position of Contract Specialist at (GS-1102-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

Basic Education Requirements:

(Please note: you must submit transcripts that show the list of college courses with credit hours, major(s) and grade point average or class standing and degree conferred in order to verify that you meet the basic requirements for this position.)

You must meet the following basic education requirements in order to qualify for this position:

(A) A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

(B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, laws, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Minimum Qualifications:

In addition to meeting the basic education requirements in paragraphs (A) or (B) above, you must also possess the following minimum qualifications:

You qualify for the GS-11 grade level if you possess one of the following:

(A) Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: 1) Acquisition Planning, Preparing Procurement Plans, Preparation of Cost and Price Analyses; Contract Negotiations; Contract Modifications or Amendments; 2) Reviewing and Closing Our Completed Contracts; AND 3) Pre-Award and/or Post Award Procurement Actions.

OR

(B): Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

OR

(C): Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

You qualify for the GS-12 grade level if you possess one of the following:

In addition to the Basic Education Requirement;

(A) Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: 1) Performing a full range of pre and post award functions to procure a variety of services; 2) Analyzing firm and fixed-price or similar contract; 3) Selecting the appropriate method of procurement i.e. simplified acquisition procedures, sealed-­bidding, negotiations; AND 4) Negotiating Contract Terms and Prices.

There is no substitution of education for experience for the GS-12.
