Responsibilities

This position is located in the Office of Accident Investigation and Prevention (AVP) within the FAA's Aviation Safety (AVS) line of business.

The incumbent is responsible for managing and implementing initiatives of the SDAT and cross-collaborating with technical Subject Matter Experts. The incumbent applies project management experience and expert knowledge of project management methodologies.

The incumbent develops new and innovative approaches, methodologies, and techniques to define and direct challenging projects and activities that involve the SDAT support and standardization teams, and aviation safety community of practice.

The incumbent applies experience and comprehensive knowledge of business and technical knowledge applicable to enterprise data systems to define, plan and implement major analysis and program development activities for SDAT as directed. The incumbent creates, manages, and conducts briefings to convey the SDAT's strategic vision and initiatives to internal and external audiences. Contacts include FAA staff members, domestic and international airlines, manufacturers, employee groups, air traffic organizations, academia, international aviation organizations, and others in the worldwide aviation community.

Specifically, the incumbent:

a) Provides support to the SDAT Lead to provide agency-level direction for, and management of, data
throughout the data and information lifecycle to enable objective, data-informed risk-based decision-making across Lines of Business (LOBs) and Service Offices (SOs). The incumbent applies project management experience and comprehensive technical knowledge to structure enterprise data standardization efforts;

b) Works with SDAT Standardization and Tactical Teams to develop business requirements and standards related to safety data and safety analysis. The incumbent will be heavily involved in creation of technical documentation and requirements guidance for risk-based decision making, data standards, data collection and storage, data governance, data analysis, and data modeling. The incumbent oversees the integration of business needs and technical solutions in support of data governance, data standardization, data management and validation activities;

c) Works collaboratively with project sponsors and major stakeholders to define, validate, document, prioritize, and communicate the requirements for SDAT initiatives. The incumbent works in partnership with the SDAT's information technology (IT) business liaisons to ensure activities are properly prioritized and well-coordinated. With the IT business liaisons, the incumbent develops, communicates, and oversees the implementation of the SDAT's IT projects and activities and ensures that the SDAT's technical strategy is an alignment with the SDAT's business goals and initiatives;

d) Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for the SDAT's projects and work activities. The incumbent acquires and allocates resources and staffing requirements to support SDAT initiatives, collects project performance statistics, and contributes to reports on the SDAT's strategic initiatives;

e) Provides expert guidance and instruction, both internally and externally, to address diverse and complex issues that often cross multiple projects, programs, and/or functional areas. The incumbent develops and recommends approaches to address current and anticipated problems and issues. Works closely with the SDAT Lead to identify and resolve problems; and

f) Performs other duties as assigned.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience overseeing a team or project; experience successfully leading a complex project from initiation to project close; and experience communicating across organizational lines.
