In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience Required:
To qualify based on your experience, your resume must describe at least one year of specialized experience at the NH-03 (GS-13 or equivalent) level in the Federal Service that includes: 1) Planning and developing Contract Packages and supporting pre-award/post-award actions; 2) Conducting reviews of contract specification/contract changes; 3) Performing analysis of all elements of cost in contractor proposals; and 4) Providing acquisition management oversight for multiple simultaneous complex acquisitions.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.

Responsibilities
- Serves as the Acquisition Manager, performing a variety of staff management functions to plan, direct, manage and advise on functions involving complex program in advanced computer technologies and multiple acquisition management.
- Responsible for acquisition planning and contract management functions required to support a project with a mission of development, acquisition, testing, integration, production and fielding of management information systems to the Army world-wide.
- Serves as a primary representative and advisor to program officials in procurement planning meetings, task forces and ethics programs.
- Plans, organizes and directs the contractual aspects of assigned programs within required constraints, compliance with prescribed policies, and efficient functions of the organization.

- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.

- PEO EIS is participating in an alternative personnel system known as the Acquisition Demonstration Project (AcqDemo). The demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-IV is equivalent to GS-14 step 01 through GS-15 step 10. EIS uses salary control points within the salary range to differentiate the level of positions within the same broadband. Therefore, the salary for the position will be set within a range from $121,316 to $157,709.
- This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in the Acquisition Career Field- (C) Contracting within 24 months of entrance on duty (Certification requirements may be found in the Defense Acquisitions University Catalog at http://icatalog.dau.mil/onlinecatalog/CareerLvl.aspx ).
- You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret Security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed be approved if eligible under specific conditions.
