Responsibilities

This Supervisory Contract Specialist position is located within Contracting and Procurement (C&P), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, You will provide oversight of broad contracting program activities affecting key Contracting and Procurement strategic program objectives. Typical assignments include, but are not limited to:
  • Manages the execution of contracts and supporting documentation (e.g. justifications and authorizations, determinations and findings, protests and disputes, etc.) to ensure compliance with relevant policies, procedures and regulations.
  • Approves technical procurement requirements and translates complex requirements based upon customer requirements and implementing the most appropriate method of acquisition.
  • Determines and approve a complex negotiation strategy and plan that will permit negotiations to maximize the Government's ability to obtain the best value in addition to developing strategic vendor relationships.
  • Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches.
  • Acquires and allocates resources to accomplish assignments and works independently with broad discretion to ensure project/program alignment with organizational objectives and policies.

Supervisory/managerial responsibilities include serving as a first line or higher level supervisor typically over multiple unit/project/program within a major subdivision; strategic planning of a mixture of routine and challenging work; assigning tasks and responsibilities and evaluating work and performance of subordinates; coaching and developing employees; approving leave; taking or approving corrective/disciplinary actions; managing budget and assigned resources including leading and integrating the planning process for short and long term requirements applying a detailed knowledge of the technical work as well as budget, human resources, and applicable policies and processes; developing and approving solutions to current and anticipated problems independently and establishing new policies/procedures or making exceptions to policies/procedures that impact the strategic
objectives of the Office, major subdivision, or TSA as well as internal and external customers.

Supervisory/Managerial Probationary Period Requirements:
  • Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Conditions of Employment:
  • You must be able to obtain and maintain a secret clearance.
  • Obtain and maintain contracting warrant.
  • Completion of all Level I, II and III training prescribed by the Department for progression to I-band or higher level,contracting positions.


Qualifications

To qualify for the SV-K Pay Band(equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Experience planning, directing, coordinating, and managing complex contracting and procurement initiatives; evaluating broad contracting policies, procedures, and processes for compliance with Federal contracting and procurement laws, rules, and regulations; and monitoring overall strategic policy and program effectiveness of agency-wide contracting activities. AND
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • DOCUMENTATION: You must submit copies of your transcript(s) from an accredited college or university (for each school attended). You must also provide transcripts or certificates of the other training required for this position. Failure to do so will remove you from consideration.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
