Summary

This position is located in the Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight, Consumer Support Group (CSG) in the Division of Assister Programs (DAP).

As a Supervisory Health Insurance Specialist, GS-0107-14, you will be responsible for the day-to-day activities of leading and coordinating program policy development in the area of Marketplace in-person enrollment assistance and all
administrative functions for the DAP.

Responsibilities

  • Provide strategic, long-range business planning for the implementation and operations of Marketplace in-person enrollment assistance programs.
  • Perform gap analysis and develops cross-component business plans to assure all Affordable Care Act (ACA)-related requirements are addressed in production.
  • Assist with directing issues such as budget formulation, procurements, and other high profile issues in the area of ACA-related programs.
  • Consult with agency key management officials to ensure a comprehensive approach toward the implementation and operation of ACA-related programs.
  • Manage a variety of high priority special projects involving Centers for Medicare and Medicaid Services (CMS) components, HHS, federal agencies, and external stakeholders.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing implementation plans for ACA assister programs;
2) Overseeing ACA assister program policy and operations; AND
3) Overseeing the work of subordinate employees or team members.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
