Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Central Virginia VA Healthcare System (Hunter Holmes VA Medical Center (VAMC) Richmond Virginia, in Environmental Management Service (EMS). Serves as the technical and administrative supervisor and the unit's subject matter expert for the Grounds department, exercising full supervisory responsibility over work operations.

Responsibilities

  • Serves as the technical and administrative supervisor and the subject matter expert for the Grounds Department in the Environmental Management Service, and exercises full supervisory responsibility over work operations.
  • Furnishing leadership, direction and direct supervision to employees assigned to the Grounds Shop, i.e., Pest Controllers, Tractor Operator Work Leaders, Equipment/Tractor Operators, Tractor Operators (Sani Pak), and Ground Laborers. Incumbent considered an essential employee.
  • Develops and forecasts the Grounds Shop's fiscal year budget and submits it for coordination/approval.
  • Use of agricultural fungicides, pesticides and fertilizers, both organic and chemical.
  • Knowledge of how to propagate, cultivate, fertilize, transplant, and set out a wide variety of Flora and perform a wide range of gardening work. Required

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The position works both in an office setting and in an outside environment. Performs landscape work which requires the full use of both hands and arms. The work requires the expenditure of a high degree of physical and mental effort in preparing and utilizing sod, flower beds and various other pieces of equipment. The person in this position sits for long periods operating mowers and equipment, frequently climbs ladders to prune trees and frequently lifts objects such as bags of fertilizer, grass seed, etc., weighing as much as 100lbs. The gardening and tree farm tasks require considerable walking, stooping, climbing, lifting, kneeling, bending, squatting, carrying, and reach over/under.

Working Conditions: Work is done outside, and the person in this position is subject to discomfort from long periods in the hot sun, and sometimes to chilly or rainy weather. Being exposed to dirt, dust, mud and sometimes chemical sprays and allergens, personal protective clothing such as gloves, safety shoes and boots are required. There is chance of minor injuries such as bruises, cuts, and scrapes and occasionally the possibility of broken bones from falls. Grade 8 workers are exposed to chemical sprays and dusts more frequently than at lower grade levels.
