Summary

This position is located in the Office of Cybersecurity, Energy Security and Emergency Response, Infrastructure Security and Energy Restoration. A successful candidate will provide advice and recommendations to the Director on broad policy, operational, and human resource matters affecting Emergency Response Operations and programs.

Responsibilities

As a Management and Program Analyst, you will:
  • Serve as an analyst and/or advisor to senior management with responsibility over multiple programs with program office-wide or Department-wide impact.
  • Manage multiple aspects of program planning, budget, workforce recruitment and development to achieve program goals; provide advice and recommendations on broad policy, operational, and human resource matters affecting program operations.
  • Provide technical guidance and advice to management officials on the most appropriate method or procedures of analysis and evaluation to accomplish the mission and ensure optimum management strategy.
  • Analyze management information requirements to develop program or administrative reporting systems including systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
  • Identify, develop, analyze, and evaluate new or modified administrative program policies, regulations, goals, or objectives for use in the management and direction of programs; and develop data required for use in the management and direction of programs.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as: serving as a senior analyst advising management on the overall effectiveness of programs and operations; providing advice and guidance on alternatives and resolutions to problems to accomplish the mission and ensure optimum management strategy; interpreting, reviewing and analyzing broad policies and regulations to determine their impact on operations of the assigned program or function; and analyzing management information requirements to develop programs or administrative reporting systems.

  • Knowledge of program or organizational relationships and key functions with customers and suppliers, and with other agencies sufficient to assure analytical results and recommendations are in alignment with all stakeholders' mission success criteria.
  • Ability to use a wide range of quantitative and qualitative methods, general management and program/project management principles, analytical techniques and review processes, and skill in applying and adapting them, for assessing and improving programs and organizations.
  • Skill in analyzing, providing comprehensive advice, and developing appropriate recommendations on issues or problems that have a significant degree of complexity due to breadth of the assignment.
  • Knowledge of the missions, objectives, policies, projects, and programs assigned; the schedules for key milestones; the available resources; and management's commitments as well as the range of administrative laws, policies, and regulations applicable to the assigned organization/programs.
  • Skill in communicating complex subjects, both orally and in writing, to senior-level management and officials both within the organization as well as external organizations.

    You will be evaluated for this job based on how well you meet the qualifications above.
